Abstract
Indeks Pembangunan Gender (IPG) merupakan suatu indeks yang mengukur pencapaian pembangunan kapabilitas dasar manusia pada bidang kesehatan, pendidikan, dan ekonomi di suatu wilayah dengan mempertimbangkan kesetaraan antara laki-laki dan perempuan. Provinsi Jawa Timur memiliki IPG sebesar 91,07% dan menduduki peringkat terendah di Pulau Jawa setelah Jawa Barat. Hal ini menunjukkan bahwa masih terjadi kesenjangan pembangunan manusia antara laki-laki dan perempuan di Provinsi Jawa Timur. Penelitian ini menggunakan metode regresi nonparametrik spilne karena 7 variabel yang diduga berpengaruh tidak memiliki pola tertentu sehingga digunakan metode spline. Model spline terbaik diperoleh dengan menggunakan titik knot optimal berdasarkan nilai Generalized Cross Validation (GCV) terkecil. Berdasarkan hasil penelitian, diperoleh 6 variabel yang berpengaruh signifikan terhadap IPG di Provinsi Jawa Timur yaitu Angka Partisipasi Sekolah SD perempuan, Angka Partisipasi Sekolah SMP perempuan,Tingkat Partisipasi Angkatan Kerja perempuan, Tingkat Pengangguran Terbuka perempuan, angka kesakitan perempuan dan rasio jenis kelamin. Pemodelan terbaik dengan GCV paling minimum pada kombinasi titik knot sebesar 2,45. Model yang diperoleh memiliki nilai R2 sebesar 98,69%.

The Gender Development Index is an index that measures the achievement of the basic human capability development in the health, education and economic sectors in a region by considering equality between male and female. East Java Province has a Gender Development Index of 91.07% and it was the second lowest rank in Java Island after West Java Province. Those condition shows that there’s still human development gap between male and female in East Java Province. This research used nonparametric spline regression method to estimate the data which don’t have a spesific pattern. Model selection by knot point based on GCV (Generalized Cross Validation) minimum value. Based on the result of the research, there are 6 significant variables to IPG in East Java Province, which are Primary School Participation Rate of females, Junior School Participation Rate of females, Labor Force Participation Rate of females, Open Unemployment Rate of females, Mortality Rate of females and sex ratio. The best modeling with the minimum value of GCV in combination knots at 2.45 points. Nonparametric spline regression model has coefficient determination of 98,69%.
