Abstract
Sektor kelautan dan perikanan Indonesia mengalami
kerugian terus-menerus akibat penjarahan oleh nelayan asing.
Upaya-upaya pengawasan atas Illegal, Unregulated, Unreported
(IUU) Fishing terhadap kapal ikan yang menggunakan alat
tangkap terlarang yaitu jaring trawl masih kurang optimal karena
keterbatasan instrumen pengawasan. Pada penelitian ini akan
dirancang suatu sistem pengambilan keputusan menggunakan
logika fuzzy berbasis data AIS untuk identifikasi terjadinya IUU
Fishing. Dengan sistem ini, kapal-kapal trawler yang menangkap
ikan di perairan Indonesia akan teridentifikasi secara otomatis
sehingga dapat mempermudah dalam pengawasan. Sistem yang
dirancang menggunakan logika fuzzy tipe Mamdani dengan 6
variabel masukan yaitu kecepatan kapal ikan saat searching,
casting, towing, hauling, perubahan posisi latitude dan longitude
dari kapal per satuan waktu. Pengujian dilakukan untuk beberapa
pola pergerakan kapal ikan dan dilakukan validasi sistem
menggunakan data real kapal ikan jenis trawler yang tertangkap
oleh AIS. Dari hasil pengujian terbukti bahwa sistem yang
dirancang cukup relevan untuk diterapkan dan pola pergerakan
kapal ikan trawler dapat menjadi parameter utama dalam
identifikasi terjadinya IUU Fishing.

Indonesian marine and fisheries sector increasingly
suffered losses due to looting by foreign fishermen. Efforts in
supervision on Illegal, Unregulated, Unreported (IUU) Fishing of
the ships that use trawl nets still less than optimal due to limited
surveillance instruments. This research will design a decisionmaking
system using fuzzy logic-based on AIS data to identify the
occurrence of IUU Fishing. The decision-making system use
mamdani type fuzzy logic with 6 input variables that is speed
when searching, casting, towing, hauling, the latitude positional
shift, and longitude positional shift of vessel per unit time. It can
identify ships trawlers which catch fish in Indonesian waters
automatically so as to facilitate monitoring. It was tested for some
movement patterns of fishing vessels and trawler real data types
which caught. From the test results showed that the designed
system is quite suitable for the identification of IUU Fishing and
proved that the fishing trawler vessel movement patterns can be a
major parameter in the identification of IUU Fishing.
