Abstract

Pendidikan adalah usaha sadar dan terencana untuk mewujudkan suasana belajar agar peserta didik mampu mengembangkan potensi dirinya. Pendidikan termasuk kebutuhan pokok masyarakat yang tidak hanya mencapai tujuan Negara tetapi juga meningkatkan kualitas sumber daya manusia. Dalam kenyataannya, sekolah di Indonesia belum sepenuhnya menjalankan standar kualitas pendidikan yang telah ditetapkan oleh pemerintah baik pengelolaan maupun proses pembelajaran. Dalam mengawasi mutu pendidikan, pemerintah memiliki program Evaluasi Diri Sekolah tentang kriteria sistem pendidikan Indonesia berdasarkan Standar Nasional Pendidikan. Surabaya merupakan kota metropolitan, kota terbesar kedua setelah Jakarta, pusat pendidikan di Indonesia bagian tengah dan timur, pusat bisnis, dan kota memiliki pendapatan daerah tinggi. Kota Surabaya menduduki urutan ke 28 dari 38 kabupaten atau kota di Jawa Timur berdasarkan rata-rata hasil UN 2016. Oleh sebab itu, untuk mengetahui pengaruh pengelolaan pendidikan SMP terhadap kompetensi lulusan peserta didik di kota Surabaya menggunakan Structural Equation Modelling - Partial Least Square. Pada penelitian ini, hanya digunakan enam SNP yaitu Standar Kompetensi Lulusan, Standar Penilaian, Standar Pengelolaan, Standar Isi, Standar Proses, dan Standar Pendidik dan Tenga Kependidikan. Bedasarkan analisa SEM-PLS didapatkan nilai Q-Square untuk masing-masing variabel laten, yaitu Standar Pendidik dan Tenaga Kependidikan, Standar Isi, Standar Proses, Standar Penilaian dan Standar Komepetensi Lulusan sebesar 3,2%; 0,4%; 14,1%; 5,1%; dan 1,9%. ========================================================== Education is a conscious and planned effort to create an atmosphere of learning and learning process so that participants actively can develop their potentials. Education includes the basic needs of society that’s not only achieve the goals of the State but also improve the quality of human resouces. In the reality, elementary in Indonesia have not ben resolved education quality standards have been established by the government both managementand learning process. This is because there are different methods of measuring student learning outcomes in each school. In supervising the quality of education, the government has a School Self-Evaluation program criteria on Indonesia’s education system based on National Education Standards. Surabaya is a metropolitan city the second largest city after Jakarta, an educational center in central and eastern Indonesia, a business center, and includes a city that has high regional income. However, economic growth is not balanced with growth of the quality of education. This because the city of Surabaya ranks 28 out of 38 districts or cities in East Java based on the average results of UN 2016. Therefore, to determine the effect of SMP management on the competence of graduates in Surabaya using the Structural Equation Modeling-Partial least Square. In this study, only six SNP, they are the graduate competencey standards, assessment standards, management standards, process standards, and teacher education standards. Based on SEM-PLS analysis, the Q-square vale for each latent variable, namely educator and teacher education standards, content standard, process standards, and graduate competency standards were 3,2%; 0,4%; 14,1%; 5,1%; dan 1,9%
