Abstract
Perkembangan industri galangan kapal nasional pada dua dekade terakhir
sangat lambat. Tingkat produktivitas dan kapasitas yang rendah menyebabkan
industri galangan kapal nasional tidak berdaya saing. Daya saing industri galangan
kapal nasional dipengaruhi oleh daya saing industri dan daya saing nasional,
sehingga permasalahan industri galangan kapal harus dipecahkan secara
komprehensif, disertai langkah-langkah strategik dan sistematis agar dapat bersaing
secara berkesinambungan. Seperti yang diadopsi oleh sebagian besar industri
galangan kapal terkemuka di dunia, strategi korporasi dan bisnis diperlukan untuk
membuat industri galangan kapal mempunyai daya saing yang berkelanjutan di
Indonesia. Sifat alami yang berbeda dengan industri lain membuat industri galangan
kapal membutuhkan formulasi strategi khusus.
Model formulasi Yardstrat dapat memformulasikan strategi korporasi dan
bisnis pada industri galangan kapal karena dikembangkan berdasarkan karakteristik
bisnisnya. Input pada formulasi strategi menggunakan identifikasi sumber daya
faktor internal dan respon terhadap faktor eksternal yang berdasarkan expert
judgement. Outputnya adalah pilihan strategi yang komprehensif untuk
pengembangan strategi berdaya saing yang berkelanjutan.
Penelitian ini menghasilkan strategi-strategi daya saing yang berorientasi
pada pengembangan klaster industri di wilayah Surabaya dan sekitarnya. Klaster
industri dapat menerapkan beberapa strategi berdaya saing sekaligus sehingga dapat
menciptakan nilai ekonomis. Penerapan klaster industri berupa organisasi bersama
yang anggotanya saling beraliansi serta mendorong untuk menciptakan inovasi
yang berkelanjutan. Anggota klaster industri terdiri dari enam anggota utama, yaitu:
pemerintah, industri galangan kapal, industri komponen, industri bahan baku dan
jasa, industri pengguna, dan institusi pendidikan dan penelitian.

Development of the national shipbuilding industry in the past two decades
is very slow. Low levels of productivity and capacity causing national shipbuilding
industry is not competitive. The competitiveness of the national shipbuilding
industry is affected by industrial competitiveness and national competitiveness, so
that the problems of the shipbuilding industry should be solved in a comprehensive
manner, accompanied by measures for strategic and systematic in order to compete
sustainably. As adopted by most of the industrys leading shipbuilding in the world,
corporate and business strategy is required to make the shipbuilding industry have
sustainable competitiveness in Indonesia. The different of nature from other
industries to make the shipbuilding industry needs a special strategy formulation.
Model of Yardstrat formulations can formulate the corporate and business
strategy in the shipbuilding industry because it was developed based on the its
business characteristics. This strategy formulation is using the identification of
internal factors resources and response to external factors which are based on expert
judgment. The output is a comprehensive strategy for the development of a
sustainable competitive strategy.
This research resulted competitiveness strategies oriented to the
development of industrial clusters in Surabaya and surrounding areas. Industrial
clusters can apply some competitive strategies as well so as to create economic
value. Application of industrial clusters in the form of a joint organization whose
members are aligned with each other and encouraged to create sustainable
innovation. Members of industry cluster consists of six main members, namely:
government, shipbuilding industry, industrial components, industrial raw materials
and services, industrial users, and educational and research institutions.
