Abstract

Pengaruh globalisasi menuntut Industri Galangan Kapal untuk melaksanakan peningkatan efektivitas dan efisiensi dalam proses produksi, sehingga mampu bersaing dari segi quality, cost dan on time delivery. Dalam proses produksi, dikenal dengan adanya istilah Manufacturing Cycle Effectiveness (MCE), yaitu seberapa efisien suatu aktifitas mengkonsumsi sumber daya dalam menghasilkan keluaran. Manufacturing Cycle Effectiveness (MCE) merupakan ukuran yang menunjukkan persentase value added activities yang terdapat dalam suatu aktivitas yang digunakan oleh perusahaan untuk menghasilkan value bagi customer. Pemakaian MCE digunakan sebagai gambaran penurunan Cycle Time dan Man our. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis Non value added activities dan value added activities, pada proses produksi konstruksi lambung kapal di PT. PAL Indonesia. Indikator Non Value added Activities diketahui dari perhitungan man hours, analisis permasalahan dilakukan dengan penggabungan 7 waste dengan 7 management tools yang disebut value stream analysis Tool (Valsat). Hasil penelitian menunjukkan perhitungan MCE DKN PT.PAL Indonesia saat ini adalah sebesar 85 persen. Pada proses perbaikan dengan pendekan konsep JIT, kemampuan dan efektivitas perusahaan dapat ditingkatkan dengan perbaikan aktivitas untuk mencapai MCE yang optimal sebesar 90 persen. Dari hasil penelitian ditarik kesimpulan bahwa MCE dapat diterapkan sebagai alat ukur dan dilaksanakan pada perusahaan galangan kapal dalam pengendalian awal terhadap aktivitas yang bukan penambah nilai. PT. PAL Indonesia sebagai galangan terbesar di Indonesia harus melakukan improvement serta develop time base strategy yang mengupayakan reducing cycle time production untuk mendapatkan MCE yang optimal. =============================================================================================== In the globalization era demanded that shipyard industry is able to increase in effectiveness and efficiency in the production process, it can compete in terms of quality, cost and on-time delivery. Manufacturing Cycle Effectiveness (MCE) is a measure that indicates the percentage of value added activities contained in an activity that is used by companies to generate value for customers. The use of MCE as a representation of a decrease in Cycle Time and Man Our. The purpose of this research is to identify and analyze non-value added activities and value added activities, in the production process of the hull construction in PT. PAL Indonesia. Non Value-added activities as indicator from the calculation of man hours, conducting problem analysis by combining 7 waste , with 7 management tools that called Value Stream Analysis Tool (VALSAT). Research conclusion that current MCE DKN PT.PAL Indonesia is 85 percent. In improvement process with concept of JIT, ability and effectiveness can be improved by improvement activities to achieve optimal MCE is 90 percent. The results of study conclude that MCE can be applied as a measuring tool and implemented in the company's shipyard in early control non-value-added activities. PT. PAL Indonesia as the largest shipyard in Indonesia must be undertake improvement and develop time base strategy that seeks reducing production cycle time to obtain optimal MCE
