Abstract
Kecamatan Pasean memiliki potensi sumberdaya hasil pesisir,
terutama pada sektor perikanan. Dalam RTRW juga dijelaskan
bahwa Kecamatan Pasean sebagai Pusat Pengembangan Kawasan
dan merencanakan pengembangan infrastruktur, termasuk
pembangunan pelabuhan dan pengolahan hasil perikanan. Namun,
dalam RTRW belum ditentukan infrastruktur pesisir apa saja yang
dibutuhkan untuk mendukung sektor perikanan, termasuk juga sektor
perdagangan yang mempunyai peran penting terhadap
pengembangan wilayah pesisir.
Penelitian ini menentukan infrastruktur apa saja yang
dibutuhkan dalam pengembangan wilayah pesisir untuk mendukung
sektor perikanan dan perdagangan jasa. Selanjutnya dilakukan
tahapan analisis untuk mencari infrastruktur apa saja yang
dibutuhkan di wilayah pesisir. Tahap pertama yaitu menggunakan
alat analisis Deskriptif untuk mengidentifikasi kondisi eksisting
infrastruktur, tahapan selanjutnya menggunakan alat analisa
Importance-Performance Analysis untuk mengetahui tingkat
kepentingan dan tingkat kinerja infrastruktur, dan tahap akhir
menggunakan alat analisa Triangulasi untuk membuat arahan
pengembangan infrastruktur berdasarkan peran dan fungsi wilayah
pesisir Kecamatan Pasean Kabupaten Pamekasan.
Berdasarkan hasil penelitian didapatkan infrastruktur yang
dibutuhkan di wilayah pesisir pasean yaitu: jaringan jalan, moda
transportasi, fasilitas pendukung transportasi, jaringan air bersih,
jaringan listrik, drainase, sistem pengelolaan limbah dan sanitasi,
telekomunikasi, persampahan, tempat pelelangan ikan, cold storage,
pabrik es, SPBU, dan koperasi unit desa. Kemudian dari infrastruktur
tersebut dianalisis menggunakaan Importance-Performance Analysis
untuk mencari infrastruktur yang mempunyai tingkat kepentingan
tinggi di wilayah pesisir Pasean. Setelah mengidentifikasi
infrastruktur yang dibutuhkan dan menganalisis infrastruktur
berdasarkan tingkat kepentingan dan tingkat kinerja, maka diketahui
infrastruktur berdasarkan kuadran yang nantinya menjadi arahan
pengembangan infrastruktur. Arahan infrastruktur wilayah pesisir
Kecamatan Pasean Kabupaten Pamekasan yaitu: kuadran I
peningkatan kinerja infrastruktur TPI, dan KUD serta penyediaan
infrastruktur Cold Storage dan Pabrik Es di Desa Tlontoraja dan
Desa Batukerbuy. Kuadran II penyediaan infrastruktur pendukung
transportasi di Desa Tlontoraja, pengelolaan limbah dan sanitasi di
sepanjang jalan arteri dan lokal. Juga diperlukan penanganan pada
kondisi jalan yang berlubang serta pengaspalan pada jalur jalan
yang masih makadam, terutama pada akses dari tempat pelelangan
ikan menuju pasar (Desa Tlontoraja). Kuadran III pengadaan
fasilitas SPBU di Desa Tlontoraja. Kuadran IV Penyediaan
infrastruktur persampahan dan drainase pada jaringan lingkungan
serta peningkatan kinerja telekomunikasi, jaringan air bersih dan
jaringan listrik di wilayah pesisir pasean

Sub District of Pasean have the potential resources results,
particularly on the coastal fishery. In RTRW well described that Sub
Disctricf of Pasean as a center for development the region and plan
the development of infrastructure, including the construction of ports
and processing the results of the fishery. However, in coastal
infrastructure RTRW not determined what was needed to support the
fisheries sector, including the trade sector also has an important role
to the development of the coastal area.
This research determine what infrastructure is needed in the
development of the coastal area to support the fishery and trade
services. The next stage of analysis is performed to look for any
needed infrastructure in the coastal area. The first stage that is using
Descriptive analysis tools to identify the condition of the existing
infrastructure, the next stage of analysis tools using Importance-
Performance Analysis to find out the level of interest and the
performance level of infrastructure, and the final stage using
Triangulation analysis tools to make landing infrastructure
development based on role and function of the coastal area of Sub
Dstrict of Pasean
Based on the research results obtained the needed infrastructure
in the coastal region of Pasean namely: road networks,
transportation, support facilities, transportation networks of clean
water, electricity networks, drainage, waste management and
sanitation systems, telecommunications, garbage, fish auction place,
cold storage, ice factories, gas stations, and cooperative unit in the village. Then from the infrastructure are analyzed using their
Importance-Performance Analysis to search infrastructure that has a
high level of interest in the coastal region of Pasean.
After identifying the required infrastructure and analyze
infrastructure based on the importance and level of performance,
then known to the infrastructure based on quadrant who later became
the direction of infrastructure development. The dictation of
infrastructure coastal Subdistrict Pasean, Pamekasan Regency are :
quadrant I performance improvements TPI and KUD, provision of
infrastructure for Cold Storage and ice factory in the village of
Tlontoraja and the village of Batukerbuy. Quadrat II resuts the
provision of supporting infrastructure of transport in the village of
Tlontoraja, waste management and sanitation along the arterial and
local road. The handling is also required on hollow road conditions
as well as the paving on the streets that still makadam, particularly
on access from the fish auction market place (Tlontoraja village).
Quadrat III results the procurement of gas station facilities at the
village of Tlontoraja. Quadrant IV results provision of garbage
infrastructure and drainage on the network environment as well as
improved performance of telecommunications network, clean water
and electricity network in the coastal region of Pasean
