Abstract
Semakin meningkatnya pertumbuhan pemakaian
kendaraan bermotor saat ini menimbulkan semakin maraknya
berbagai kejadian kecelakaan. Provinsi Bali juga termasuk
provinsi dengan angka kecelakaan yang cukup tinggi.
Berdasarkan data Kepolisian Daerah Bali (2008), selama kurun
waktu tahun 2006 sampai dengan tahun 2010, terdapat sekitar
2.099 orang yang meninggal dunia karena kelakaan lalu lintas,
dan 5.793 orang lainnya mengalami luka – luka (berat dan
ringan), kenyataannya bisa melebihi dari angka kecelakaan
tersebut, karena pada kenyataannya masyarakat kadang enggan
melaporkan kejadian kecelakaan tersebut pada pihak berwenang.
Oleh karena itu, perlu dilakukan analisis guna mengurangi angka
kecelakaan pada Kota Denpasar.
Pada tugas akhir ini, penulis menganalisis daerah
rawan kecelakaan (black site) dengan metode Z-Score, setelah itu
penulis mencari titik rawan kecelakaan (black spot) pada black
spot tersebut. Selain itu penulis juga akan menganalisa angka
kecelakaan pada Kota Denpasar pada tahun 2014 dengan metode
accident rate, menghitung besaran biaya kecelakaan pada Kota
Denpasar pada tahun 2014 dengan metode gross output (human
capital), serta mencari tahu opini masyarakat Kota Denpasar
akan keinginan untuk melindungi (willingness to pay) diri mereka
sendiri terhadap kecelakaan lalu lintas.
Dari hasil analisis yang telah dilakukan, didapat
kesimpulan bahwa ruas Jl. Bypass Ngurah Rai merupakan ruas
jalan dengan angka kecelakaan tertinggi di Kota Denpasar
dengan titik rawan kecelakaan (black spot) berada pada STA 14-15. Ruas jalan Trengguli merupakan ruas jalan dengan accindent rate korban meninggal terbesar di Kota Denpasar. Biaya satuan korban kecelakaan pada Kota Denpasar pada tahun 2014 untuk semua kategori korban adalah sebesar Rp 23.414.907.487,-, dan keinginan masyarakat Kota Denpasar untuk membayar biaya tambahan (willingness to pay) guna mencegah terjadinya kecelakaan pada diri mereka yang paling banyak adalah sebesar Rp 28,820,-.

The increasing usage of motorized vehicle
nowadays makes the happening of accident that involve
land, water, or air vehicle more often and often. High
amount of traffic violation and personal motorized vehicle
that. Bali Province are also an Indonesian province that
have a high accident rate. According to Regional Police
Force of Bali, from year 2006 until 2010, there are around
2.099 people that died from traffic accident, and other 5.793
people had injured (minor and seriously wounded), in
reality, the amount of traffic accident victim can be
axceeding the reported amount, because there are people
that unwilling to report the accident to the authority.
Therefore, in order to reduce accident rate in Denpasar
City, traffic accident analysis is needed.
In the end of this final paper, the writer have
analyzed accident-prone area (black site) with Z-Score
method, after that the writer analyzed accident-prone spot
(black spot). And also, the writer have analyzed the accident
rate in Denpasar City in year 2014, analyzed the amount of
accident expense in Denpasar City and finding out the
opinion of Denpasar City resident abaout their willingness
to protect theirselve from the probability of traffic accident.
From the result of analysis that the writer have
done, we get that Bypass Ngurah Rai rd. are the road that
has the highest rate of traffic accident in Denpasar City,
with the black spot located on STA 14-15. Trengguli rd. is
the road that has the highest accident rate that causing dead
casualites in Denpasar City in the year of 2014. The traffic
accident expense in Denpasar City in the year of 2014 for
every category of victims are Rp. 23.414.907.487,-, and the
highest willingness to pay of Denpasar City resident to
protect themselves againts the probability of traffic accident
happening tho themselves are Rp. 28,820,-
