Abstract

Kecamatan Kota Sumenep memiliki jumlah penduduk 71.514 jiwa, dengan laju pertumbuhan 0,52% pada tahun 2012. Laju timbulan sampah mencapai 8,8 ton/hari. Belum semua desa atau kelurahan memiliki TPS. Tujuan penelitian ini adalah menentukan laju timbulan dan komposisi sampah di Kecamatan Kota Sumenep, mengkaji kondisi pelayanan TPS, merencanakan prototipe TPS yang memenuhi kriteria SNI 19-2454-2002 dan pedoman Kementrian PU 2013, serta memperkirakan rencana anggaran biaya penyediaan fasilitas, pengoperasian dan pemeliharaan di TPS. Laju timbulan dan komposisi sampah diukur di seluruh TPS. Pengukuran timbulan sampah dilakukan dengan metode load count analysis, yaitu dengan menghitung volume dan berat sampah dari setiap gerobak yang masuk ke TPS. Pengukuran timbulan dan komposisi sampah mengikuti SNI-19-3964-1995 selama 8 hari berturut-turut. Data tentang jumlah dan pelayanan TPS, jadwal pengangkutan sampah, serta jumlah gerobak pengumpul sampah di setiap TPS diperoleh dari wawancara kepada petugas TPS, petugas gerobak, dan Kepala Dinas Kebersihan dan Pertamanan Kota. Selain itu dilakukan pula observasi tentang kondisi dan luas TPS, volume gerobak, serta fasilitas penyimpanan sampah sementara yang tersedia. Pada tahun 2014 laju timbulan sampah di Kecamatan Kota Sumenep sebesar 137,59 m3/hari dan diperkirakan pada tahun 2025 meningkat menjadi 142,25 m3/hari. Jumlah TPS pada tahun 2014 sebanyak 21 buah, sedangkan pada tahun 2025 dibutuhkan 24 TPS. Estimasi kebutuhan TPS didasarkan pada jumlah timbulan sampah pada tahun 2025. Sistem pengangkutan sampah pada tahun 2025 terbagi menjadi sistem SCS dan HCS. Terdapat tiga prototipe TPS yang direncanakan, yaitu prototipe A, B, dan C. Prototipe A merupakan TPS dengan sistem pengangkutan HCS dengan kontainer berkapasitas 8 m3. TPS prototipe B dilengkapi dengan bangunan berdinding dengan sistem pengangkutan SCS dengan kontainer berkapasitas 3m3 dan 6 m3. Sedangkan TPS prototipe C difasilitasi dengan bangunan berdinding dengan sistem pengangkutan HCS yang kapasitas kontainernya 8 m3. Estimasi anggaran yang dibutuhkan untuk pengadaan kontainer dan renovasi TPS sebesar Rp 211.113.400,00. ================================================================= Kota Sumenep District has a population of 71.514, with a growth rate of 0,52% in 2012. The solid waste (SW) generation rate was 8.8 tons/day. Some villages have not been facilitated with SW transfer station (TS) yet.The objectives of this study are to determine the SW generation rate and composition, to examine the TS service condition, to design TS prototypes that meet the criteria of national standards SNI 19-2454-2002 and the guideline of the Ministry of Public Works 2013, and to estimate the budget plan for the provision of TS facilities, operation and maintenance. The measurement of SW generation rate and composition was performed in all TS using load count analysis method. This was done by measuring the volume and weight of SW from each handcart which entered the TS. The SW generation and composition were measured in 8 consecutive days, according to the national standards SNI-19-3964-1995. Data concerning the number of TS and its services, SW transport schedule, and the number of SW collection vehicles were obtained from interviews to the TS officers, waste haulers, and the Head of Municipal Landscaping and Cleanliness Agency of Sumenep. In addition, observation was made to determine the condition and the area of each TS, volume of SW collection vehicles, and other SW storage facilities. The SW generation rate in the study area was 137,59 m3/day in 2014. By 2025 it would increase to 142,25 m3/day.The number of TS in 2014 was 21, whereas in 2025 24 TS are needed. The SW transport was divided into two systems, namely Stationary Container System (SCS) and Hauled Container System (HCS). Three TS prototypes (A, B, and C) were recommended. Prototype A was a TS with HCS transport system, of which container capacity was 8 m3. Prototype B were walled building TS with SCS transport system, with container capacity of 3 m3 and 6 m3.While prototype C was walled building TS with HCS transport system, of which container capacity was 8 m3. The estimated budget plan for container procurement and TS renovation was Rp 211.113.400,00.
