Abstract

Meningkatnya jumlah kapal yang merapat pada
pelabuhan PT. Lamongan Integrated Shorebase (PT. LIS)
membuat PT.LIS membangun dermaga baru dan memperluas
kawasan pelabuhan. Pelayanan Pelabuhan Lamongan Integrated
Shorebase, yang sebelumnya hanya dikhususkan untuk pelayanan
logistik untuk industri migas dan bongkar muat alat-alat
penunjang untuk operasi minyak dan gas bumi di darat dan lepas pantai, akan dikembangkan untuk dapat melayani aktivitas bongkar muat barang curah kering dan curah cair serta general cargo.
Tugas Akhir ini membahas dampak lalu lintas yang akan
terjadi akibat pengembangan kawasan pelabuhan tersebut.
Metode yang digunakan adalah analisa kondisi eksisting pada
persimpangan dan ruas jalan yang akan terkena dampak akibat
pengembangan tersebut, kemudian meramalkan volume
kendaraan pada tahun rencana menggunakan regresi linier,
setelah itu meramalkan tarikan volume kendaraan akibat
kegiatan menggunakan metode forecasting bangunan analog ,
analisa menunjukkan derajat kejenuhan yang menentukan
kelayakan simpang dan ruas jalan yang ditinjau.
Manajemen lalu lintas ini menghasilkan solusi untuk
mengurangi derajat kejenuhan simpang yang melebihi angka
normal dan perencanaan jalur akses menuju Pelabuhan PT.LIS.
Analisa dan perencanaan dalam Tugas Akhir harus memenuhi
peraturan MKJI 1997, Peraturan Pemerintah No. 34 tahun 2006
tentang Jalan, Peraturan Menteri PU No. 19 Tahun 2011
mengenai Persyaratan Teknis Jalan dan Kriteria Perencanaan
Teknis Jalan, dan Standar Perencanaan Geometri Untuk Jalan.

The increasing number of ships that docked at the port of
PT. Lamongan Integrated Shorebase (PT. LIS) causing PT.LIS to build new docks and expanding its port area. Lamongan
Integrated Shorebase Port Services, which previously only
reserved for logistics services to the oil and gas industry and unloading supporting tools for oil and gas operations on land and
offshore, will be developed to serve the activity of loading and
unloading of dry bulk and liquid bulk and general cargo.
This final project discussed the traffic impacts that will
occur as a result of the development of the port area. The method
used in this final project is the analysis of existing conditions at
intersections and road segments that will be affected by the
development, and then predict the volume of vehicles on the plans
using linear regression, after that the trip attraction is calculated
using analog building forecasting methods to predict the traffics
load due to PT.LIS port development, the analysis shows that the
degree of saturation determine the feasibility of the reviewed road
segments and intersections.
This traffics management results solutions to reduce the
degree of saturation of the intersection that exceeds the normal rate and the planning of access road to the Port of PT.LIS.
Analysis and planning of this final project should be complied with MKJI 1997, the Government Regulation no. 34 of 2006 on Roads, Public Works Ministerial Decree No. 19 Year 2011 About The Technical Requirements Planning Roads and Road Technical Criteria, and Standards Planning For Road Geometry.
