Abstract

Kota Surabaya memiliki potensi besar bagi para pelaku UMKM untuk
mengembangkan bisnisnya. Potensi ini didukung karena adanya misi Pemerintah
Kota Surabaya untuk memantapkan daya saing usaha-usaha ekonomi lokal,
inovasi produk dan jasa, serta pengembangan industri kreatif. Namun, misi
tersebut belum berjalan secara maksimal dikarenakan terdapat banyak faktor yang
berpengaruh, seperti keterbatasan modal, keterbatasan sumber daya manusia,
rendahnya produktivitas, kesulitan melakukan inovasi produk, dan lain-lain.
Pengembangan UMKM terus dilakukan dengan melibatkan peran dari instansi
pendidikan, dalam hal ini Institut Teknologi Sepuluh Nopember (ITS) melalui
program pengabdian masyarakat yang di laksanakan di kawasan eks lokalisasi
Dolly, Kelurahan Keputih, dan Kecamatan Bulak Surabaya. Penelitian ini
ditujukan untuk membantu Pemerintah Kota Surabaya dalam pengembangan
UMKM dengan cara pembentukan sistem klaster UMKM di suatu daerah tertentu
yang mempunyai rata-rata tingkat fleksibilitas tertinggi agar permasalahan yang
dihadapi para pelaku UMKM dapat teratasi dengan baik. Langkah yang dilakukan
adalah menghitung fleksibilitas UMKM pada kawasan eks lokalisasi Dolly,
Kelurahan Keputih, dan Kecamatan Bulak Surabaya menggunakan integrasi
metode Business Model Canvas (BMC) dan Manufacturing System Design
(MSD). Selanjutnya, diidentifikasi value chain dan peluang perbaikan. Setelah itu,
dipilih prioritas produk UMKM unggulan dengan menggunakan metode
Analytical Hierarchy Process (AHP). Kemudian, pengembangan produk UMKM
dilakukan dengan menggunakan metode Quality Function Deployment (QFD).
Terakhir, dibentuk sistem klaster UMKM yang melibatkan beberapa stakeholder.
Hasil perhitungan fleksibilitas tertinggi terdapat pada Kecamatan Bulak dengan
rata-rata persentase 54,99%. Prioritas pertama produk unggulan yang diperoleh
adalah ikan asap dengan bobot sebesar 0,507. Sedangkan prioritas terakhir adalah
produk petis olahan hasil laut dengan bobot sebesar 0,049. Aspek pengembangan
produk meliputi peningkatan kualitas material, penambahan bahan pengawet,
pembuatan desain kemasan, dan lain-lain. Klaster yang dibentuk melibatkan
industri inti, lembaga penelitian, instansi pemerintah, industri pendukung, asosiasi
profesi, instansi pendidikan, serta lembaga pembiayaan

Surabaya has potential for Small Medium Enterprise (SMEs) owners to develop their business. This potential is supported by the mission of Surabaya
City Government for enhanching the competitive advantage of local economic businesses, doing product or service innovation, and developing creative industry.
But, that mission has not already succeed because of many influenced factors, such as limited capital, limited human resources, low productivity, difficulty to do product innovation, etc. The development for SMEs always to be done by involving academic institution, Institut Teknologi Sepuluh Nopember (ITS) that has community service program to society conducted in Dolly ex localization area, Keputih Subdistrict, and Bulak Subdistrict. This research is addressed to Surabaya City Government for developing SMEs by creating cluster system for SMEs in specific area that has highest average percentage of flexibility degree so
that the problems of SMEs can be resolved. The first step is calculating the
flexibility degree of SMEs in the Dolly ex localization area, Keputih Subdistrict,
and Bulak Subdistrict by using Business Model Canvas (BMC) and
Manufacturing System Design (MSD) method. Then, identification of value chain
and its improvement opportunities have been done in order to improve some
critical value chain elements. The third step is choosing the featured product
priority by Analytical Hierarchy Process (AHP) method. Next, the step to handle
the product quality has been developed by using Quality Function Development
(QFD) method. The last step is developing cluster system for SMEs that involves
stakeholders. The flexibility calclulation results Bulak Subdistrict has the highest
average percentage of flexibility by number of 54,99%. Based on AHP method, it
results the smoked fish is the first priority product by number of 0,507. Otherwise,
the processed marine paste is the fourth priority product by number of 0,049.
Some aspects to develop the SMEs’ products are increasing material quality,
adding preservatives, creating good packaging design, etc. The cluster system
that has been developed involves many stakeholders, such as the main industry,
research institution, government, the supporting industry, association of
profession, academic institution, and financial institution.
