Abstract

Tingkat pelayanan persampahan di Kecamatan Manyar saat ini 40,4% sangat jauh dari target 100% pelayanan persampahan nasional pada Tahun 2019. Salah satu upaya dalam mencapai target pelayanan persampahan nasional adalah pengadaan TPS 3R baru di daerah lain agar bisa meningkatkan kapasitas pelayanan sampah dan menekan biaya operasional sampah. Perencanaan TPS 3R di Kecamatan Manyar didasari hasil evaluasi TPS 3R eksisting (TPS 3R Betoyoguci dan Peganden) yang ditinjau dari aspek teknis dan aspek finansial untuk memperoleh kriteria desain pengadaan TPS 3R.
Penelitian meliputi kegiatan sampling sampah selama delapan hari secara berturut-turut dengan jumlah sampel sebanyak 120 rumah. Langkah selanjutnya adalah mengevaluasi TPS 3R eksisting untuk mendapatkan data kecepatan pemilahan, kebutuhan tenaga kerja serta prasarana dan sarana. Kondisi keuangan TPS 3R eksisting setiap bulannya masih mengalami defisit pembiayaan sehingga memerlukan kajian lebih lanjut terhadap potensi daur ulang sampah yang dapat dioptimalkan untuk menutup defisit operasional TPS 3R. Dalam perencanaan TPS 3R baru di daerah lain diperlukan kajian aspek partisipasi masyarakat untuk mengetahui pengetahuan, perilaku dan sikap masyarakat dalam pengelolaan sampah. Metode yang dilakukan adalah wawancara kepada masyarakat sebanyak 130 KK.
Kapasitas hasil optimalisasi TPS 3R Betoyoguci pada Tahun 2027 adalah 13,99 m3/hari dengan jumlah penerima manfaat 7.157 jiwa dan lahan seluas 716 m2. Kapasitas hasil optimalisasi TPS 3R Peganden pada Tahun 2027 adalah 14,42 m3/hari dengan jumlah penerima manfaat 7.379 jiwa dan lahan seluas 378 m2. Analisis finansial di TPS 3R Betoyoguci membutuhkan bantuan dana operasional dari DLH Kabupaten Gresik sebesar Rp. 233.000.000/tahun dan TPS 3R Peganden membutuhkan bantuan dana sebesar Rp. 333.000.000/tahun supaya pelaksanaan TPS 3R layak secara finansial dan menguntungkan. Pada sisi pengetahuan masyarakat Desa Yosowilangun unggul pada 4 parameter dari total 6 parameter, yaitu parameter pengolahan sampah dengan pengomposan, pemanfaatan sampah yang bernilai ekonomis, retribusi sampah dan berpartisipasi kegiatan pengelolaan sampah. Pada sisi sikap pengolahan sampah di TPS 3R, masyarakat di Desa Yosowilangun sangat setuju (83%) untuk mendukung program TPS 3R apabila pemerintah membangunkan fasilitas TPS 3R, masyarakat di Desa Tanggulrejo hanya 52% yang setuju untuk mendukung program TPS 3R dan masyarakat di Desa Gumeno hanya 46% yang setuju untuk mendukung program TPS 3R. Berdasarkan analisis tersebut urutan prioritas pengadaan TPS 3R adalah desa yang masuk dalam interval kepadatan tinggi, interval kepadatan sedang dan interval kepadatan rendah. Desain yang digunakan untuk pengadaan TPS 3R baru adalah desain TPS 3R Peganden. Pada Tahun 2018-2024 akan dibangun sebanyak 7 TPS 3R dan pada tahun 2025-2027 sebanyak 3 TPS 3R. Dengan adanya penambahan TPS 3R baru tersebut, tingkat pelayanan TPS 3R di Kecamatan Manyar sampai Tahun 2027 adalah 64,61%.

Solid waste service of Manyar subdistrict is currently as much as 40,4%, which is still significantly less than 100% national service by 2019. An effort to achieve that target was to create some new MRFs in other districts so that service capacity were able to be increased while the operational costs is reduced. MRF design planning at Manyar subdistrict was based on the existing MRFs at Betoyoguci and Peganden which reviewed from their technical and financial aspects.
This study was including taking sample from 120 houses for 8 days consecutive. Existing MRF evaluation was done to obtain the data of sorting rate as well as labor and infrastructure requirement. As there was a deficacy occurred on the operational funding, further study on material recovery potency and optimization was needed. Furthermore, community participation aspect were also important in the establishment plan of MRF. In this regard, as much as 130 households were interviewed to get to know their knowledge, behaviour and attitude on solid waste management.
The optimization result of MRF Betoyoguci by 2027 was 13.99 m3/day with total recipient of 7,157 inhabitants and 716 m2 of space, while at MRF Peganden it was 14.42 m3/day with 7,379 inhabitants and 378 m2 of total recipient and space respectively. According to analysis, the amount of financial aid required by both MRF in order to be appropriately operated and profitable was 233,000,000 IDR/year and 333,000,000 IDR/year for Betoyoguci and Peganden respectively. In terms of knowledge, Yosowilangun was excellent in 4 out of 6 categories which consist of composting, utilization, retribution and participation in solid waste management. As much as 83% of their community agreed to support the government program of MRF establishment. On the other hands, there are only 52% and 46% that support this program in Tanggulrejo and Gumeno respectively. The priority order was determined by the analysis on knowledge, behavior and attitude of the community towards solid waste management that fall in sequence from the village of Yosowilangun, Tanggulrejo and Gumeno which represent density level from the highest to the lowest. The approved design which will be implemented for new MRF was that belongs to MRF Peganden. There will be 7 and 3 MRF built on the period of 2018-2024 and 2025-2027 respectively. The addition of new MRF was expected to increase the solid waste management service at Manyar subdistrict as much as 64.61% by 2027.
