Abstract
Kecamatan Sukolilo dan Kecamatan Rungkut merupakan salah satu kecamatan di kota Surabaya yang memiliki kepadatan penduduk yang tinggi. Perkembangan di berbagai sektor menimbulkan permintaan air bersih yang meningkat baik dari segi domestik dan non domestik. Persen pelayanan PDAM di Kecamatan Sukolilo dan Rungkut telah mencapai 95% Dengan peningkatan penduduk dan fasilitas yang ada pada tahun 2030 PDAM tidak mampu melayani keseluruhan pelanggan di dua kecamatan tersebut. Hal ini disebabkan peningkatan penduduk dan fasilitas umum yang meningkat drastis sehingga demand akan lebih besar dari supply sehingga dari permasalahan berikut perlu dilakukan inventarisasi alternatif air baku kemudian dilakukan kajian berdasarkan aspek kualitas, kuantitas dan kontinuitas
Analisis yang dilakukan yaitu inventarisasi akses penyediaan air bersih eksisting, proyeksi penduduk dan kebutuhan air dari tahun 2015-2030, proyeksi perkiraan suplai PDAM, perbandingan suplai dan demand, inventarisasi alternatif air baku,penilaian air baku berdasarkan kualitas, kuantitas dan kontinuitas serta penerapan teknologi pengolahan air berdasarkan karakteristik air baku
Hasil dari penelitian ini adalah peningkatan kebutuhan air pada tahun di Kecamatan Sukolilo dan Rungkut tidak diimbangi oleh supply yang disediakan PDAM sehingga diperlukan alternatif pemenuhan kebutuhan air bersih yaitu dengan pencarian air baku di lokasi penelitian. Pada lokasi penelitian terdapat empat sumber air baku potensial yaitu Kali Jagir, waduk SIER, air tanah dan air laut di pantai Wonorejo. Pemilihan sumber air baku dikarenakan pada saat ini sumber belum termanfaatkan maksimal dan diyakini dapat digunakan untuk pelayanan air bersih di wilayah studi. Kali Jagir memiliki kuantitas air yang cukup untuk digunakan pelayanan air bersih di wilayah studi, namun dari segi kualitas kurang baik karena mengandung beban pencemar yang tinggi serta bersifat payau pada musim kemarau dan memiliki kontinuitas yang baik karena tersedia sepanjang tahun. Waduk SIER memiliki kapasitas yang terbatas untuk penyediaan air, memiliki kualitas sedikit lebih baik daripada Kali Jagir karena jumlah bakteri coliform tidak terlalu banyak dan dari segi kontinuitas kurang baik karena debit sedikit pada musim kemarau. Air laut memiliki kuantitas air yang sangat melimpah, namun kualitas air cenderung berkadar garam tinggi sehingga sedikit susah dalam pengolahan. Air tanah memiliki kuantitas yang terbatas apabila dieksploitasi berlebihan cenderung dapat mnurunkan muka air tanah, memiliki kualitas yang lebih baik daripada air permukaan karena tidak mengandung coliform berlebih dan dari segi kontinuitas kurang baik
Pemilihan alternatif air baku dengan skala penilaian 5 sampai 30 mendapatkan hasil bahwa Kali Jagir merupakan sumber air baku alternatif yang terpilih dan diharapkan dapat dimaksimalkan pemanfaatannya

Sukolilo and Rungkut sub-districts are one of the districts in Surabaya that have high population density. Developments in various sectors have led to increased demand for clean water both domestically and non-domestically. Percentage of PDAM service in Sukolilo and Rungkut Sub-districts has reached 95% With the increase of population and existing facilities in 2030 PDAM is unable to serve the entire customers in the two sub-districts. This is due to the increase in population and public facilities that increased drastically so that demand will be greater than the supply so that from the following problems need to be inventory of raw water alternatives then conducted studies based on aspects of quality, quantity and continuity.
The analyzes are inventory of existing water supply, population projection and water demand from 2015-2030, projected estimation of PDAM supply, supply and demand comparison, raw water alternative inventory, raw water valuation based on quality, quantity and continuity as well as application of processing technology water based on raw water characteristics
The result of this research is the increase of water requirement in the year of Sukolilo and Rungkut sub-district is not balanced by the supply provided by PDAM so that the alternative needs of clean water is needed by searching for raw water in the research location. At the location of the study there are four potential raw water sources, namely Jagir River, SIER lake, ground water and seawater at Wonorejo beach. The selection of raw water resources is due to the fact that the source has not been fully utilized and is believed to be used for clean water services in the study area. Jagir river has sufficient water quantity for the use of clean water services in the study area, but in terms of poor quality because it contains a high pollutant load and is brackish in the dry season and has good continuity as it is available throughout the year. The SIER reservoir has limited capacity for water supply, has slightly better quality than Kali Jagir because the number of coliform bacteria is not too much and in terms of continuity is less good because of the slight discharge in the dry season. Sea water has a very abundant quantity of water, but the quality of water tends to be high salt content so it is a bit difficult in processing. Groundwater has a limited quantity when over-exploited tends to lower the water table, has a better quality than surface water because it does not contain excess coliform and in terms of poor continuity
The selection of raw water alternatives with the assessment scale of 5 to 30 obtained the result that Jagir river is the alternative source of alternative water that is selected and is expectedtobemaximizedutilization.
