Abstract

Kemacetan yang terjadi di ruas ruas jalan utama Kota Surabaya diakibatkan meningkatnya jumlah kendaraan bermotor. Salah satu upaya yang dilakukan Pemerintah Kota Surabaya untuk menangani permasalahan kemacetan ialah pengadaan dan peningkatan kualitas Angkutan Massal Cepat (AMC). Salah satu jenis AMC yaitu trem akan menghubungkan bagian utara hingga selatan Kota Surabaya diharapkan sebagai solusi mengatasi kemacetan. Metode yang digunakan mengacu pada Pedoman Kapasitas Jalan Indonesia (PKJI 2014). Saat trem beroperasi terjadi perpindahan pengguna kendaraan pribadi ke trem dengan probabilitas 20% untuk kendaraan ringan dan sepeda motor. Penerapan Transport Demand Management dilakukan apabila kinerja jalan belum memenuhi persyaratan dengan nilai Transport Demand Management untuk pengguna kendaraan ringan yang berpindah ke trem yaitu sebesar 27% dan Nilai Transport Demand Management untuk pengguna sepeda motor yang berpindah ke trem yaitu sebesar 32%. Selanjutnya apabila nilai derajat kejenuhan setelah dilakukan Transport Demand Management masih belum memenuhi persyaratan maka perlu direncanakan jalur alternatif dengan melakukan Trip Assignment menggunakan metode smock dengan mendistribusikan arus kendaraan ke ruas jalan di sekitar lokasi perencanaan. Hasil analisis kinerja ruas jalan dan simpang sebelum trem beroperasi didapat nilai derajat kejenuhan (DJ) ≥ 0,85 pada ruas jalan veteran dan jalan pahlawan sisi selatan. Setelah trem beroperasi didapat nilai derajat kejenuhan (DJ) ≥ 0,85 pada ruas jalan veteran dan jalan pahlawan sisi selatan. Setelah dilakukan Transport Demand Management didapat nilai derajat kejenuhan (DJ) ≥ 0,85 pada ruas jalan veteran dan jalan pahlawan sisi selatan. Dan setelah difungsikan jalur alternatif didapat nilai derajat kejenuhan (DJ) < 0,85 pada seluruh ruas jalan dan simpang yang menunjukan kinerja dari ruas jalan dan simpang telah memenuhi persyaratan. =================================================================================================== Traffic congestion that occured in the main road of Surabaya City due to the increasing number of vehicles. One of the effort made by Surabaya City Government to handle the traffic congestion problem is the procurement and improvement of quality of Mass Rapid Transit. One type of Mass Rapid Transit is the tram that will connect the North to South part of Surabaya is expected as a solution to solve the traffic congestion problem. The method used refers to the Indonesian Road Capacity Guideline (PKJI 2014). When the tram operates there is a movement of private vehicle users to the tram with a probability of 20% for light vehicles and motorcycles. Implementation of Transport Demand Management is done if road performance has not fulfilled the requirements with Transport Demand Management value for light vehicle users who move to the tram is 27% and Transport Demand Management Value for motorcycle users who move to tram is 32%. Furthermore, if the value of degree of saturation after Transport Demand Management is still not meet the requirements then need to plan an alternative route by doing Trip Assignment using smock method by utilizing the road segment around the planning site. The results of road and intersection performance analysis before the tram operate got the value of degree of saturation (DS) ≥ 0.85 on veteran road and south side of Pahlawan road. After the tram operate got the value of degree of saturation (DS) ≥ 0.85 on veteran road and south side of Pahlawan road. After Transport Demand Management got the value of degree of saturation (DS) ≥ 0.85 on veteran road and south side of Pahlawan road. And after alternative route planned got the value of degree of saturation (DS) <0.85 on all road segments and intersections showing the performance of the road and intersection has met the requirements.
