Abstract

RSUD Dr. Soetomo merupakan aset sangat penting di kota Surabaya sebagai salah satu fasilitas kesehatan kota dengan skala pelayanan tingkat provinsi. Lokasi RSUD Dr. Soetomo berada di pusat aktifitas kota yang sangat dekat dengan fasilitas transportasi, perdagangan, pendidikan dan fasilitas lainnya. Padatnya area sekitar terutama dari aktivitas trasnportasi yang melalui empat ruas jalan di sekeliling RSUD Dr. Seotomo mengakibatkan potensi tingginya kebisingan pada fasilitas kesehatan ini. Mengacu pada Keputusan Menteri Lingkungan Hidup RI No. 48 tahun 1996 tentang metode pemantauan dan baku tingkat kebisingan di area rumah sakit maka dilakukan penelitian kebisingan di kawasan sekitar RSUD Dr. Soetomo. Hasil penelitian ini kemudian dikorelasikan dengan nilai ambang baku mutu kebisingan sesuai dengan nilai kebisingan maksimum di area rumah sakit. Data primer tingkat kebisingan diambil di beberapa titik lokasi di area rumah sakit. Data-data diperoleh digunakan untuk menghitung nilai intensitas kebisingan ekivalen siang hari (Ls) dan malam hari (Lm), serta intensitas rata-rata kebisingannya per hari (Lsm) didapatkan nilai 73dB(A) . Nilai Lsm diolah menjadi peta kebisingan menggunakan software surfer dan dianalisis pola penyebaran kebisingan terutama dari sumber lalu lintas. Direncanakan peredam bising dengan kombinasi Bangunan peredam bising dinding kaca yang memiliki angka reduksi 17dB dengan tanaman peredam bising alami Heliconia sp. Yang memiliki angka reduksi 3.8 dB. Kombinasi peredam bising tersebut dapat menurunkan kebisingan hingga memenuhi baku mutu. Kemudian dilakukan pemetaan kebisingan dengan dan tanpa peredam bising. ========================================================================================================= RSUD Dr. Soetomo is a very important asset in the city of Surabaya as one of the city health facilities with the provincial level of service. Location RSUD Dr. Soetomo is at the center of a city activity very close to transport, trade, education and other facilities. The density of the surrounding area is mainly from transportation activities through four road segments around RSUD Dr. Seotomo resulted in the potential for high noise at this health facility. Referring to the Regulation of the Minister of Environment RI No. 48 of 1996 on the method of monitoring and standard noise levels in the area of the hospital hence conducted noise research in the area around RSUD Dr. Soetomo. The results of this study were then correlated with the standard threshold of noise quality in according the maximum noise value in the area of the hospital. Primary data of noise level is taken at some point location in hospital area. The data obtained is used to calculate the intensity value of daytime noise (Ls) and night (Lm), and the average intensity of noise per day (Lsm) is 73dB (A). The Lsm value is processed into noise map using surfer software and analyzed the pattern of noise spread especially from the traffic source. Planned noise barriers with a combination of a wall-thickening noisy silencer building that has a 17dB reduction rate with a natural noisy silencing plant Heliconia sp. Which has a 3.8 dB reduction rate. The combination of noise absorbers can reduce the noise to meet the quality standards. Then do noise mapping with and without noise absorbers.
