Abstract
Kelurahan Kedung Cowek termasuk kawasan kumuh yang ada di kota Surabaya. Sudah banyak program perbaikan permukiman yang sudah dilakukan di Kelurahan Kedung Cowek, akan tetapi Keurahan Kedung Cowek masih tetap menjadi Kelurahan kumuh, hal ini dikarenakan rendahnya partisipasi masyarakat terhadap program perbaikan permukiman. Program PLP-BK adalah program pengganti dari program PNPM mandiri yang dimana berberapa waktu yang lalu telah diselenggarakan di Kelurahan Kedung Cowek akan tetapi dirasa tidak berhasil dalam merubah pola pikir masyarakatnya. Maka dari itu perlu dilakukan penelitian agar Kelurahan Kedung Cowek Terbebas dari Kekumuhan dengan memberikan arahan yang nantinya berguna bagi pemerintah ataupun bagi masyarakat di Kedung Cowek sendiri.
Dalam penelitian ini metode analisis yang digunakan untuk mengidentifikasi partisipasi masyarakat terdiri dari tiga sasaran dan dengan analisis yang sama, yang pertama yaitu menggunakan teknik analisis deskriptif kualitatif dari hasil wawancara untuk mengetahui bentuk partisipasi apa saja yang dilakukan masyarakat terhadap program PLP-BK sesuai tahapan program yang diadakan

di Kelurahan Kedung Cowek; kedua, menggunakan teknik analisis deskriptif kualitatif untuk megidentifikasi tingkat partisipasi masyarakat pertahapan PLP-BK dan yang ketiga menggunakan teknik analisis deskriptif kualitatif untuk merumuskan arahan partisipasi masyarakat di Kelurahan Kedung Cowek dalam program PLP-BK,
Hasil studi menunjukkan bahwa partisipasi masyarakat pertahapan program PLP-BK sangat rendah partisipasinya, baik bentuk partisipasi maupun tingkat partisipasinya, dengan merumuskan arahan yang tepat, Kelurahan Kedung Cowek akan terbebas dari kekumuhan.

Kedung Cowek urban village including slums in the
city of Surabaya. There have been many settlement
improvement programs that have been done in urban village
Kedung Cowek, but urban village Kedung Cowek is still a
slums, this is due to the low participation of the community
towards the improvement program settlement. The PLP-BK
program is a replacement program of the independent
PNPM program which has been held in Kedung Cowek
Village but has not been successful in changing the mindset
of the community. Therefore, it is necessary to conduct
research so that Kedung Cowek urban village is freed from
the slums by giving direction that will be useful for the
government or for the community in Kedung Cowek own.
In this study, the method of analysis used to identify
community participation consists of three targets and with
the same analysis, the first is to use qualitative descriptive
analysis techniques from the interview to find out what kind
of participation that people do to the PLP-BK program
according to the stages of the program held in Kelurahan
Kedung Cowek, second, using qualitative descriptive
analysis technique to identify community participation level
of PLP-BK and third using qualitative descriptive analysis
technique to formulate the direction of community
participation in Kelurahan Kedung Cowek in PLP-BK
program,
The results of the study indicate that community
participation in the PLP-BK program is very low in
participation, both in the form of participation and
participation level, by formulating appropriate directives,
Kedung Cowek Kelurahan will be free from slum.
