Abstract
Alur Pelayaran Barat Surabaya merupakan salah satu alur
pelayaran dengan aktivitas lalu lintas kapal tersibuk di Indonesia. Tingginya tingkat kepadatan lalu lintas kapal
yang beroperasi di Alur Pelayaran Barat Surabaya membuktikan bahwa lokasi tersebut merupakan salah satu alur pelayaran penting di Indonesia. Selain itu, pada
alur tersebut menjadi lokasi dari beberapa dermaga yang mengakomodasi aktivitas kawasan industri dan pelayaran kapal penumpang nasional yang berpotensi terus meningkat di masa mendatang. Dengan tingginya arus lalu lintas kapal yang melalui Alur Pelayaran Barat Surabaya berdampak pada peningkatan potensi kecelakaan
kapal yang dapat terjadi berupa tubrukan antar kapal di alur pelayaran. Sehingga pada kajian ini dilakukan penilaian
risiko berupa perhitungan frekuensi dan konsekuensi
tubrukan kapal yang terjadi. Kajian risiko tubrukan
dilakukan untuk mengetahui frekuensi tejadinya tubrukan
kapal yang terjadi di Alur Pelayaran Barat Surabaya pada beberapa skenario yaitu head on, crossing, dan
overtaking. Perhitungan frekuensi tubrukan kapal dilakukan dengan menggunakan metode perhitungan manual
berdasarkan IWRAP Theory yang divalidasi menggunakan hasil perhitungan software IWRAP. Berdasarkan hasil analisis frekuensi tubrukan kapal, didapatkan hasil dari crossing collision, head on collision, dan overtaking collision
dengan nilai berturut-turut yaitu sebesar 2,1519025
x10-2, 9,176182x10-3, dan 6,74x10-3. Hasil validasi yang didapatkan yaitu sebesar 93,55% untuk crossing collision;
97,15% untuk head on collision; dan 98,06% untuk overtaking collision. Selain itu, hasil perhitungan analisis konsekuensi tubrukan, didapatkan nilai 44,312 MJ yang menyatakan besar energi yang terdisipasi ketika terjadi tubrukan. Hasil tersebut dikategorikan sebagai moderate damage. Dengan hasil perhitungan frekuensi tubrukan kapal, dapat dinyatakan bahwa lokasi yang menjadi studi kasus memiliki nilai risiko di bawah 1 kejadian dalam satu tahun. Sehingga, dapat dinyatakan bahwa risiko dapat diterima. Namun demikian, diperlukan tindakan mitigasi untuk mengakomodasi perkembangan jumlah pelayaran
di Alur Pelayaran Barat Surabaya untuk waktu mendatang. =============================================================================================================
Surabaya West Access Channel (SWAC) is one of the busiest access channel in Indonesia. The high of traffic density in Surabaya West Access Channel proof that it has important role to support economic activity and national shipping lane. Furthermore, there are several jetty which is operated and integrated with Java Integrated Industrial and Port Estate (JIIPE) and national passenger ship line which potentialy grow up in the future. In line with the high of commodity distribution traffic and the high of economic activity which use Surabaya West Access Channel as the area of voyage operation will increase the frequency of ship traffic. As the impact of shipping frequency enhancement, it will also increase the potential of ship collision frequency in this access channel. In this bachelor thesis, the writer would like to conduct an analysis of ship collision risk assessment and the consequence of structural damage due to the collision which could happen.
The ship collision risk assessment is conducted to assess the frequency of ship collision which could happen in the Surabaya West Access Channel by several scenarios such as head on, overtaking, and crossing collision. The manual calculation of ship collision frequency will be conducted according to the IWRAP Theory which will be validated using the result of IWRAP processing. According to the result of manual calculation, the result of crossing collision, head on collision, and overtaking collision are 2,152x10-2, 9,176x10-3, and 6,740x10-3. The result of data validation of manual calculation and IWRAP process are 93,55% for crossing collision; 97,15% for head on collision; and98,06% for overtaking collision. The result of collision consequence analysis, has result 44,312 MJ which is represented as the value of dissipated energy when the ships are collided. The result is considered as moderate damage for both the struck and striking ship. According to the result of collision analysis, it can be considered that the risk is acceptable and the Surabaya West Access Channel where the analysis are conducted is safe for the shipping operation. However, to accommodate the growth of shipping operation in Surabaya West Access Channel, the development of Surabaya West Access Channel as mitigation is recommended for future.
