Abstract

Proses pengadaan pelayaran perintis untuk melayani wilayah yang terancam terisolir di Indonesia telah menjadi program yang dijalankan Pemerintah sampai saat ini. Operasional kapal yang tidak didukung oleh industri pendukung akan menyebabkan berkurangnya performa kapal. Kawasan Timur Indonesia belum memiliki industri pendukung yang maksimal karena terkendala oleh jarak yang terlalu jauh dan kegiatan ekonomi utama yang sebagian besar adalah pertanian, pariwisata dan pertambangan minyak dan gas. Tujuan Tugas Akhir ini adalah mencari maximum utility dan minimum cost yang timbul akibat relokasi galangan sebagai industri pendukung operasional kapal perintis yang juga dipengaruhi oleh opportunity cost. Sebanyak 39 kapal perintis direlokasi di 27 lokasi galangan baru. Metode yang digunakan untuk penelitian ini dengan model optimasi set covering problem dengan bantuan spreadsheet (Gnumeric). Batasan yang digunakan adalah kemampuan jelajah kapal. Hasil lokasi galangan terpilih dengan utilitas minimum adalah Bima, Kupang, Tahuna, Kwandang, Makassar, Ambon, Saumlaki, Ternate, Sanana, Jayapura, Biak, Merauke, Manokwari dan Kota Baru dengan biaya total yang dikeluarkan adalah Rp 76.048.144.462,-. Hasil lokasi galangan terpilih dengan biaya total minimum adalah Kupang, Bitung, Kwandang, Makassar, Ambon, Saumlaki, Ternate, Jayapura, Biak, Merauke, Manokwari dan Sorong dengan biaya total yang dikeluarkan adalah Rp 74.380.155.688,-

Procurement process of the pionneering voyage to serve areas that are threatened to isolated in Indonesia has become a Government-run program to date. Ship operations that are not supported by supporting industry will reduce the performance of the ship operation. Eastern Indonesia did not yet have the maximum supporting industries due to constrained by distances that are too far away and the main economic activities are predominantly agricultural, tourism, mining, oil and gas. The purpose of this final project is looking for the maximum utility and the minimum cost incurred due to the relocation of the shipyard as supporting industries for pioneer ship operations who was also influenced by the opportunity cost. As many as 39 pioneer ships was relocated in the new shipyard that vary from 27 locations. The method that this final project used is optimizations model of set covering problem with the help of spreadsheets (Gnumeric). A constraints used is the ability of a cruise ship. The results of the location of the shipyard was selected with the minimum utility is Bima, Kwandang, Tahuna, Kupang, Makassar, Ambon, Ternate, Saumlaki, Sanana, Jayapura, Manokwari, Merauke, and Kota Baru with the total cost incurred are Rp 76,048,144,462,-.
