Abstract

Pendidikan yang bermutu dan wajib belajar 12 tahun merupakan prioritas bangsa Indonesia. Pada kenyataannya partisipasi masyarakat dalam pendidikan masih sangat rendah atau angka putus sekolah (APtS) masih relatif tinggi. Berdasarkan Badan Pusat Statistik 2013, APtS di papua memasuki 10 besar di Indonesia, dengan rata-rata APtS 2,26% yang lebih besar dari rata-rata APtS nasional 2,21%. Salah satu upaya yang dilakukan untuk mengatasi masalah ini adalah menentukan faktor-faktor yang berpengaruh terhadap angka putus sekolah usia SMP di Papua menggunakan regresi nonparametrik spline linier. Pendekatan regresi nonparametrik spline untuk memodelkan APtS di Papua karena pola data pada penelitian ini tidak membentuk suatu pola tertentu. Pada penelitian ini, didapatkan model terbaik yang memiliki nilai GCV minimum dengan tiga knot. Regresi spline linier menghasilkan R2 sebesar 98,648%, dengan semua variabel signifikan yaitu persentase penduduk miskin (x1), laju ekonomi (x2), rasio guru murid (x3), rasio sekolah murid (x4), dan APtS usia SD (x5).

Qualified education and 12 years of compulsory education are priority for Indonesia. In fact, community participation in education is very low or the dropout rate is still relatively high. According to the Central Bureau of Statistics, 2013, APtS in Papua is greater than the average of national APtS. One of endeavour made to overcome the problem is to determine the factors that influence the Drop Out for Junior High School in Papua using nonparametrics spline liniear regression. Nonparametric spline linear regression approach is used to model the Drop Out in Papua due to the data pattern which doesn't form any certain pattern. According to this research, the best model is obtained by the minimum GCV using three knots. The spline linear regression yields R2 around 98,648% with all significant variables which are percentage of poor (x1), economy rate (x2), ratio between teacher and student (x3), ratio between school and student(x4), and Drop Out for Elementary School(x5).
