Abstract

Kondisi prasarana jaringan irigasi sangat mempengaruhi kinerja sistem
irigasi dan juga efisiensi kegiatan penyaluran air menuju lahan pertanian. Tujuan
penelitian ini adalah merancang sebuah Sistem Pendukung Keputusan (SPK)
berbasis web-GIS dalam menentukan prioritas pemeliharaan jaringan irigasi serta
melakukan penilaian terhadap kondisi kinerja sistem irigasi dengan mengacu
pada Permen PU No.13/PRT/M/2012 tentang pedoman pengelolaan aset irigasi.
Dalam perancangan sistem juga menerapkan konsep logika fuzzy(metode
tsukamoto)dalam melakukan penilaian kinerja sistem irigasi berdasarkan
penalaran expert/ahli.Terdapat enam unsur penilaian kinerja sistem irigasiyang
menjadivariabel input dalam sistem yakni kondisi prasarana, produktivitas
pertanaman, sarana penunjang, organisasi personalia, dokumentasi, dan
Perkumpulan Petani Pemakai Air (P3A).
Hasilperhitungan indeks kinerja dari tiga daerah studi menunjukan bahwa
kesemua daerah irigasi memiliki kondisi kinerja sistem irigasi yang kurang baik
dimana DI. Batujai memiliki nilai indeks kinerja 66.1, DI.\Mujur II dengan nilai
62,4 dan DI. Surabaya dengan nilai indeks kinerja sebesar 64,04.
Dengan konsep logika fuzzy menghasilkan kondisi kinerja sistem irigasi yang
kurang baikpula, dimana DI. Batujai memiliki nilai indeks kinerja 62,631, DI.
Mujur II dengan nilai 61,502dan DI. Surabaya dengan nilai indeks kinerja sebesar
61,95.Dengan melihat nilai indeks kinerja dari unsur prasarana fisik, kemudian
ditentukan prioritas pemeliharan jaringan irigasi, dimana jaringan irigasi pada
DI.Batujai memiliki prioritas pertama dengan nilai indeks sebesar 28,09,
kemudian pada DI.Mujur II sebagai prioritas kedua dengan nilai indeks 30,93 dan
pada DI. Surabayasebagai prioritas ketiga dengan nilai indeks sebesar 32,8.

The condition of irrigation infrastructure network greatly affect to the
performance of irrigation systemand also the efficiency of water channeling to the
farmland. The purpose of this research is to design a Decision Support System
(DSS) based on web-GISfor determining maintenance priority of irrigation
networks and assessing the condition of the irrigation system performance by
PERMEN PU 13 / PRT / M / 2012 about guidelines for the management of
irrigation assets. In terms of designing the system also applies the concept of
fuzzy logic (Tsukamoto method) in assessing the performance of irrigation
systems based on expert reasoning. There are six elements of irrigation system
performance assessment that become the input variables in the system such as
infrastructure conditions, planting productivity, facilities support, personnel
organization, documentation, and farmer water user associations (P3A).
The results of the performance index calculation ofthe three study areas showed
that all irrigation areas have a poor condition in terms of irrigation system
performence where DI. Batujai has 66,1 for performance index score, DI. Mujur II
with 62.4 and DI. Surabaya with 64,04 of the performance index score.
With the concept of fuzzy logic generatesa poor condition of irrigation system
performance as well, where DI.Batujai has 62,631 for performence index score,
DI.Mujur II with 61,502 and DI. Surabaya has performance index score of
61,95.By looking at the score of the performance index from the physical
infrastructure elements,and then determined the maintenance priority irrigation
networks, where the network of irrigation on the DI. Batujai have the first priority
with an index score of 28,09, then D.I Mujur II as the second priority with 30,93
index score and DI. Surabaya as the third priority with 32,8 index score .
