Abstract

Program Indonesia WiFi (@wifi.id) merupakan sebuah program milik PT. Telekomunikasi Indonesia, Tbk yang masih tergolong baru dan masih belum memiliki desain pengukuran kinerja yang baku. Maka dari itu, dirancang sebuah desain pengukuran kinerja serta implementasi berupa pengukuran kinerja dari Program Indonesia WiFi (@wifi.id). Model pengukuran kinerja yang digunakan adalah Balanced Scorecard (BSC). Tahap perancangan diawali dengan pemodelan proses bisnis menggunakan Integration DEFinition language 0 (IDEF0) serta merumuskan Strategic Objective (SO) yang didapat dari turunan Visi dan Misi Telkom Divre V. Setelah mendapatkan SO, kemudian dilakukan pembobotan menggunakan AHP oleh expert judgement. Langkah selanjutnya yakni menentukan Key Performance Indicator (KPI), bobot, dan targetnya. Pada tahap implementasi, skor KPI dihitung menggunakan Scoring System dan dikategorikan dalam Traffic Light System. Terdapat 13 KPI kategori hijau, 8 KPI kategori kuning dan 7 KPI kategori merah. Skor utama yang didapat adalah sebesar 89,5%. Skor tersebut menunjukkan pencapaian yang cukup baik namum perlu melakukan beberapa perbaikan di KPI kategori warna merah. Rekomendasi yang diberikan antara lain mendokumentasikan SOP, sistem reward dan punishment, meningkatkan promosi, memperbaiki kualitas jaringan, serta efisiensi aktivitas. =========== Program Indonesia WiFi (@wifi.id) is a program belongs to PT. Telekomunikasi Indonesia, Tbk which is relatively new and does not have a formal performance measurement system. Therefore, a performance measurement system is designed along with its implementation which is Program Indonesia WiFi (@wifi.id) performance measurement system. Balanced Scorecard (BSC) is used as the performance measurement model. Designing phase begins with business process modeling by using Integration DEFinition language 0 (IDEF0) and Strategic Objective (SO) formulation which is derived from vision and mission of Telkom Divre V. Next phase is weighting process which uses AHP and is done through expert judgment. After weighting process, Key Performance Indicator (KPI) is determined along with its weight and target. In the implementation phase, KPI score is calculated by using Scoring System and then categorized in a Traffic Light System. There are 13 KPIs categorized as green, 8 KPIs categorized as yellow and 7 KPIs categorized as red. The main score of all KPIs is 89,5%. This score indicates a fairly good achievement, but still need some improvements in KPIs which is categorized in red colour. The recommendations given are documenting SOP, reward-and-punishment system, promotion enhancement, network quality improvement, and activity eviciency.
