Abstract

Jalan Tol Kertosono-Mojokerto merupakan bagian dari program pemerintah dalam membangun Jalan zona Trans Jawa. Tujuan positif dari pembangunan jalan Tol Mojokerto-Kertosono adalah untuk mendorong pertumbuhan perekonomian dan meningkatkan kesejahteraan masyarakat di daerah perkotaan maupun pedesaan. Pembangunan proyek Tol Mojokerto-Kertosono juga mengalami beberapa permasalahan yang melibatkan masyarakat sekitar, seperti rusaknya
infrastruktur jalan desa dan antar desa, serta akses jalan ke sawah, saluran irigasi persawahan mengalami gangguan, molornya pengerjaan proyek akibat
pembebasan lahan dan hilangnya mata pencaharian sebagai petani yang berpengaruh terhadap penurunan
pendapatan masyarakat terdampak. Permasalahan tersebut membuat perusahaan menyadari akan pentingnya
pelaksanaan pengelolaan lingkungan hidup yang serasi dan seimbang guna menunjang terlaksananya pembangunan berkelanjutan. Perusahaan pun merancang dan melaksanakan Corporate Social Responsibility
atau CSR. Pelaksanaan CSR juga dapat memperlancar proyek Tol Mojokerto-Kertosono. PT.MHI selaku pemegang hak konsesi Tol Mojokerto-Kertosono, melaksanakan CSR mulai tahun 2012. Untuk dapat mengetahui bagaimana kinerja CSR, perlu adanya
pengukuran kinerja. Akan tetapi, PT. MHI belum memiliki rancangan pengukuran kinerja CSR. Oleh karena itu, tujuan penelitian ini adalah untuk mengidentifikasi indikator kinerja program CSR pada proyek Tol Mojokerto-Kertosono.
Selain itu penelitian ini juga bertujuan untuk merancang model pengukuran kinerja CSR. Metode yang digunakan dalam penelitian ini adalah pendekatan
Performance Prism. Hasil penelitian ini merumuskan 27
KPI CSR berdasarkan stakeholder kunci, terdiri dari 15
KPI CSR stakeholder karyawan, 5 KPI CSR stakeholder masyarakat, dan 7 KPI CSR stakeholder pemerintah daerah.
Selain itu, rancangan model pengukuran kinerja CSR
yang dapat diimplementasikan oleh PT. MHI sebagai acuan untuk melakukan pengukuran kinerja CSR terkait dengan dampak dari pembangunan Tol Mojokerto-Kertosono, yang melibatkan masyarakat. Dalam menetapkan aspek-aspek, obyektif, dan KPI, diperoleh dari hasil observasi, pengisian kuesioner, dan wawancara secara langsung dengan stakeholder terkait. ========== Kertosono-Mojokerto toll road is part of a government program
to build the Trans Java Road zone. Positive purpose of Mojokerto-Kertosono toll road construction is to encourage economic growth and improve social welfare in urban and rural areas. However, Mojokerto-Kertosono toll road construction also have problems that involving local community in near of the project
development of Mojokerto-Kertosono toll, such as damage to rural roads infrastructure and between villages, as well as access roads to the rice field, irrigation canal of rice field are disrupted, the completion of project not
according to schedule due to land acquisition and loss of livelihoods as farmers that affect the decline in revenue of the affected communities. These problems make the company understand the importance of the implementation of environmental management of living harmoniously and balanced in order to support sustainable development. Company also designing and implementing Corporate Social Responsibility or CSR. Implementing of CSR can also expedite
Mojokerto-Kertosono toll project. PT. MHI as concessionaire of Mojokerto-Kertosono toll, has been implementing CSR since 2012. To be able to know how
the performance of CSR, it needed performance measurement. However, PT. MHI yet have design of CSR performance measurement. Therefore, the purpose of this research is to identifying performance indicators of CSR program in Mojokerto-Kertosono toll road project. In addition, this research also aims to design a model of CSR performance measurement. The method used in this research is the
Performance Prism approach. This research result to formulate 27 CSR KPIs based on key stakeholders, consists of 15 CSR KPIs of employees, 5 CSR KPIs of community, and 7 CSR KPIs of local governments. In addition, the design of performance measurement model CSR can be implemented by PT. MHI as the reference for measuring the performance of CSR related to the impact of the
construction of Mojokerto-Kertosono toll, which involves the community. Aspects, objective, and KPI, obtained from the observation, questionnaires, and direct interviews with relevant stakeholders.
