Abstract

Bencana lumpur Lapindo telah melanda wilayah Porong, Sidoarjo selama lebih dari 11 tahun. Dari peristiwa ini, ribuan kepala keluarga harus kehilangan tempat tinggal, aset dan kerugian material yang tidak sedikit. Sehingga muncul konflik finansial antara korban dengan PT. Lapindo Brantas mengenai penuntutan ganti rugi akibat peristiwa tersebut. Berkaitan dengan hal ini, pemerintah telah mengeluarkan Peraturan Presiden yang berisi tentang area terdampak, ketentuan ganti rugi dan hal teknis lainnya yang telah dikeluarkan sejak tahun 2007 dan telah diperbarui sebanyak lima kali hingga yang terbaru berupa Perpres No. 33 Tahun 2013 yang berisi Peta Area Terdampak (PAT). Dari wilayah PAT tersebut didapatkan data yang cukup besar sehingga perlu dilakukan pengelolaan untuk menyelesaikan permasalahan ganti rugi yang belum selesai menggunakan metode Sistem Informasi Geografis (SIG). Hasil akhir dari pengelolaan ini merupakan SIG berbasis Web yang dapat melakukan proses updating, editing, dan penyimpanan data yang berfungsi sebagai inventarisasi. Dari hasil processing data, didapatkan Peta Inventarisasi Aset Pemerintah yang tersebar di 12 desa dengan luas 495,854 Ha. Dari total luas ini, sebesar 70,279 Ha wilayah tidak masuk dalam batas area terdampak sesuai PAT yang terlampir dalam Perpres No. 33 tahun 2013. Untuk inventarisasi asetnya, sebesar 24,88% dari total jumlah aset telah tersertifikasi dan sudah terbayar, 21,08% dari total jumlah aset belum tersertifikasi dan sudah terbayar, dan sebesar 54,04% dari total jumlah aset belum terbayar. Hasil inventarisasi tersebut divisualisasikan dengan Web GIS yang bersifat localhost. ================ Lapindo mud disaster that is located in Porong, Sidoarjo region has been going on for more than 11 years. Through this incident, thousands of heads of household lost their residence, assets, and plenty material loss. Thus, emerged financial conflict between the victim and PT. Lapindo Brantas, as the responsibility party, regarding claim compensation for the incident. In this regard, the government does not remain silent and has issued a Presidential Regulation relating to the affected area, compensation and other technical requirements issued since 2007 and has been renewed five times until finally resulting in Presidential Regulation No. 33 of 2013 which contains the latest Impacted Area Map (PAT). Based on PAT area, management is conducted to resolve unresolved compensation issues. Considering the big data that is restored based on the PAT, Geographic Information System (GIS) is chosen as one of the method. The output of the GIS management is a GIS application based on Web which can utilize its features to update, edit, and restored data as an inventory. Through the processing process of those data obtained Map of Government Asset Inventory spread over 12 villages with 495.854 Ha area. Of this total area, 70.279 Ha area is not included in the boundary of the affected area according to the PAT which is attached in the Presidential Regulation No. 33 year 2013. For the inventory analyst can be concluded that 24.88% of the total number of assets already certified and already paid, 21.08% of total assets have not been certified and already paid, and 54.04% of total number of assets are unpaid. The inventory results is visualized by localhost Web GIS application.
