Abstract

Sistem kelistrikan PT. Pertamina Refinery Unit IV Cilacap, yang umumnya memiliki banyak aktivitas pengolahan bahan bakar minyak, yang mana besarnya beban di suplai oleh beberapa generator yang bekerja paralel bersama. Kestabilan transient pada sistem tersebut memiliki peranan penting dalam menjaga keberlangsungan operasinya, karena belum tentu sistem tersebut mampu mempertahankan kestabilannya dari adanya gangguan. Gangguan transient sendiri dapat mempengaruhi parameter kestabilan pada sudut rotor pada sistem dan bisa berujung pada lepasnya sinkronisasi generator, sehinga perlu ditentukannya waktu kritis pemutusan / Critical Clearing Time (CCT) melalui Transient Stability Assesment. CCT merupakan waktu kritis pemutusan yang diperbolehkan untuk menghilangkan gangguan, nilai CCT didapat berupa batas kondisi stabil dan batas kondisi tidak stabil sistem, dengan melihat respon perubahan sudut rotor generator ketika terjadi gangguan.
Nilai CCT yang didapat akan dibandingkan dengan setting rele pengaman eksisting PT. Pertamina RU IV Cilacap, yang selanjutnya akan digunakan sebagai acuan dalam menentukan resetting rele pengaman. Pada evaluasi ini didapatkan 10 kasus yang tidak memenuhi nilai CCT. 4 kasus pada area 50 dengan CCT 0.68s - 0.69s, setting eksistingnya melebihi CCT yang didapat. Dengan kondisi berbagai evaluasi setiap kasusnya, dapat dilakukan pemberian rekomendasi yang sesuai agar sistem kelistrikan menjadi handal dan layak dari sisi Transient Stability.
=============== Electrical system of PT. Pertamina Refinery Unit IV Cilacap, which generally has a lot of oil-fuel processing activities, where the load is supplied by several generators working parallel together. Transient stability in the system has an important role in maintaining the continuity of its operation, because not ensured that the system is able to maintain its stability from the disturbance. Transient disturbance itself can affect the stability parameter at the rotor angle, frequency, voltage in the system and can lead to the loss of generator synchronization, so it is necessary to specify the Critical Clearing Time (CCT) by Transient Stability Assesment. CCT is the time that allowed to cleared the disturbance, the CCT value is obtained in the form of a stable condition boundary and an unstable system boundary, by analyzing at the response of the generator rotor angle change when the disturbance occurs.
The value of CCT obtained will be compared with the existing protection settings of PT. Pertamina RU IV Cilacap, which will then be used as a reference in determining the protection relay resetting. In this evaluation, 10 cases were found that exceeds the CCT. 4 cases in area 50 with the CCT 0.68s - 0.69s, the existing setting exceeds the CCT obtained. With the condition of various evaluation of each case, the appropriate recommendation is required for electrical system so that become reliable and feasible from side of Transient Stability.
