Abstract
Sebagian besar implementasi proyek e-government di negara berkembang mengalami kegagalan. Penelitian yang ada menunjukkan bahwa kegagalan tersebut disebabkan oleh kegagalan dalam mengelola perubahan. Sementara itu, pemerintah sebagai objek proyek e-government di suatu negara, khususnya Indonesia memberi keunikan, antara lain budaya organisasi, SDM, pendorong, dan metodologi pengembangan aplikasi. Sedangkan model yang merupakan salah satu pendekatan untuk mengelola perubahan masih bersifat general. Oleh karena itu, diusulkan untuk mengembangkan sebuah model manajemen perubahan spesifik untuk proyek e-government di Indonesia. Model tersebut dikembangkan dengan metodologi, yaitu (1) identifikasi karakteristik proyek, (2) identifikasi komponen umum manajemen perubahan, (3) formulasi metodologi manajemen perubahan sesuai karakteristik proyek e-government di Indonesia, dan (4) validasi. Hasil penelitian ini berupa model manajemen perubahan yang terdiri dari 7 komponen utama, yaitu: merumuskan tujuan perubahan, membentuk tim pemandu manajemen perubahan, melakukan analisa kesenjangan, membangun keinginan untuk berubah, mendesain lingkungan dan sistem baru, implementasi perubahan, dan menjaga perubahan. Setiap komponen dilengkapi dengan komponen pendukung, yaitu regulasi dan kepemimpinan untuk eksekusi. Komponen tersebut ditata menjadi sebuah metodologi dengan pendekatan metode agile dan keadaan perubahan.

Implementation of e-government projects in developing countries mostly fail. Current studies found that most of these failures were caused by a failure in managing changes in e-government projects. Meanwhile, government as an object of e-government projects in a country, especially Indonesia would provide its own uniqueness, include organizational culture, human resources, drivers, and budget. While the current model of change management was still general. Therefore, it was necessary to develop a specific change management model for e-government projects in Indonesia. Model was develop based on methodology, i.e.: (1) identify the characteristics of e-government projects in Indonesia; (2) identification of common components; (3) formulate the change management methodology and (4) validation. The result of the research was a specific change management model for e-government projects in Indonesia to guide the process of managing change on the people side that is integrated with agile development method. The resulting change management model consists of seven main components, which were set the change goal, form change management teams, doing the gap analysis, establish a desire to change, design new environments, implementing the change, and sustain the change. The components were mapped to agile development method and states of change.
