Abstract

Suatu sistem tenaga listrik dengan keandalan yang tinggi mampu memenuhi koordinasi pengaman sistem yang baik untuk menjaga kestabilan dan keberlanjutan sistem operasi secara terus menerus. Saat terjadi gangguan, rele pengaman akan bekerja dan memicu Circuit Breaker untuk bekerja dalam waktu tertentu. Namun hal tersebut masih belum dapat menjaga kestabilan sistem kembali seperti semula. Evaluasi kestabilan transien dibutuhkan untuk menentukan batas Critical Clearing Time (CCT). CCT adalah nilai waktu kritis setelah terjadi gangguan dimana sistem harus menghilangkan gangguan sebelum CCT berlangsung. Jika sistem menghilangkan gangguan setelah waktu CCT maka kestabilan sistem akan terganggu. Saat ini PT Pertamina Refinery Unit (RU) V Balikpapan memiliki pengaturan waktu rele pengaman yang masih belum mempertimbangkan Transient Stability Assessment. Keandalan dan kontinuitas sistem dapat ditingkatkan dengan mendapatkan nilai CCT dengan metode Time Domain Simulation menggunakan Power System Analysis software seperti ETAP. Dari permasalahan yang ada direkomendasikan penggunaan Bus Differential Relay yang mampu bekerja dengan waktu operasi yang cepat dan selektif.================ An electrical system with high reliability is able to meet good system protection coordination to maintain the stability and continuity of the operating system continuously. When an interruption occurs, the Protection Relay will work and trigger the Circuit Breaker to work within a certain time. But it still can not keep the system stability back to normal. Transient stability evaluation is needed to determine the Critical Clearing Time (CCT) limit. CCT is a critical time value after an interruption occurs where the system must eliminate interference before the CCT takes place. If the system eliminates interference after CCT time then the system stability will be disrupted. Currently PT Pertamina Refinery Unit (RU) V Balikpapan has a protection relay timing that still has not considered Transient Stability Assessment. Reliability and continuity system can be enhanced by obtaining CCT value with Time Domain Simulation method using Power System Analysis software such as ETAP. From the existing problems recommended use of Bus Differential Relay that is able to work with a fast operating time.
