Abstract

Penerapan good governance sistem birokrasi Pemerintah Kota Surabaya, salah satunya dengan dikembangkan program penggajian berbasis kinerja (e-performance) diperuntukkan khusus pada Pegawai Negeri Sipil. Tujuan penelitian ini adalah menentukan key performance indicator (KPI) dan sasaran strategis di Instansi XYZ, menentukan tingkat kepentingan masing-masing kriteria KPI, mengetahui kinerja masing–masing tenaga kontrak pada Instansi Pemerintah XYZ dan memberikan rekomendasi–rekomendasi perbaikan dari kinerja pegawai saat ini. Unit analisis penelitian ini dilakukan pada Bagian Umum di Sub Bagian Tata Usaha dengan posisi administrasi sebagai tenaga kontrak administrasi. Desain penelitian ini menggunakan survei dengan teknik pengumpulan data kuisioner dan angket. Metode yang digunakan adalah personal balanced scorecard dengan menyusun sasaran strategis dan KPI oleh stakeholder dari Instansi XYZ. Metode pembobotan menggunakan metode Analytic Network Process (ANP). Dari hasil penelitian didapatkan: perumusan KPI dan Sasaran Strategi telah terbentuk dengan tingkat bobot KPI paling besar adalah KPI Jumlah Keterlambatan sebesar (0.153). Total capaian kinerja tenaga kontrak yang paling baik adalah Responden C sebesar (6.25) sedangkan capaian kinerja total paling kecil didapatkan Responden K yaitu (3.346). Rekomendasi yang dapat diajukan meliputi: Memberikan reward, memberikan pembinaan, melakukan sistem kontroling dan evaluasi secara berkala, memberikan sosialisasi dan memberikan slogan-slogan di sudut ruangan tentang peningkatan kinerja.

One of the good governance bureaucracy system implementation of Surabaya City Government is developing performance-based payroll program (e-performance) specially for Civil Servant. However, The purpose of this research was to determine key performance indicator (KPI) and strategic target in XYZ Institution, to determine the importance of each KPI criterion, to know the performance of individual contract workers at XYZ Government Agency and to provide improvement recommendations from the current employee performance. The unit of analysis of this research was performed at the General Section in the Sub Division of Administration with the administrative position as the administrative contract worker. This study used a survey with questionnaire data collection techniques and questionnaires sheet as the design. The method used was personal balanced scorecard by formulating strategic targets and KPI by stakeholders from XYZ Agency. The weighting method used was Analytic Network Process (ANP) method. Based on the research, the results obtained were described as follows: the formulation of KPI and Strategy Target had been formed with the highest level of KPI weight of Total Tardiness KPI (0.1532). Total performance of the best contract worker performance was Mr. C (6.253) while the smallest total performance achievement was Mr. K (3.346). Recommendations of this research: Provide rewards, provide coaching, conduct regular control and evaluation systems, provide socialization and provide slogans in the corner of the room about performance improvement.
