Abstract

Kantor Pemerintah Kota Surabaya belum memprioritaskan pengelolaan limbah elektronik hingga saat ini. Oleh karena itu, diperlukan penelitian mengenai pengelolaan limbah elektronik. Penelitian ini bertujuan untuk menentukan jenis dan laju timbulan limbah elektronik, menganalisis kondisi eksisting limbah elektronik, dan menentukan prioritas pengelolaan limbah elektronik yang seharusnya dilakukan di Kantor Pemerintah Kota Surabaya.
Pada penelitian ini dilakukan survei untuk mendapatkan data jenis dan laju timbulan limbah elektronik yang disimpan, kondisi ruang penyimpanan, dan sistem pengumpulannya. Kantor Pemerintah yang menjadi objek penelitian adalah : Kantor Dinas Pekerjaan Umum Bina Marga dan Pematusan (DPUBMP), Dinas Kebersihan dan Ruang Terbuka Hijau (DKRTH), dan Dinas Lingkungan Hidup (DLH). Selain itu, juga dilakukan penelitian di Gudang Pusat Layanan Pengadaan dan Pengelolaan Aset (LP2A). Kondisi eksisting pengelolaan limbah elektronik dibandingkan dengan peraturan tentang pengelolaan limbah B3 yang berlaku di Indonesia. Selanjutnya ditentukan prioritas pengelolaan limbah elektronik menggunakan metode (Analytical Hierarchy Process) AHP. Metode AHP menggunakan penilaian oleh 3 responden untuk setiap Kantor Pemerintah dan Gudang Pusat LP2A. Responden terdiri atas Sekretariat Daerah, Kasubag UPTD/Staff Inventarisasi Aset Negara, dan penanggung jawab ruang penyimpanan limbah elektronik. Penilaian dilakukan dengan Key Performance Indicator (KPI) yang terdiri atas aspek teknis serta kelembagaan dalam pengelolaan limbah elektronik.
Dari hasil penelitian, didapatkan bahwa Dinas Pekerjaan Umum Bina Marga dan Pematusan menghasilkan 10 jenis limbah elektronik dengan laju timbulan 223,8 kg/tahun. Dinas Kebersihan dan Ruang Terbuka Hijau menghasilkan 10 jenis limbah elektronik dengan laju timbulan 555,13 kg/tahun. Dinas Lingkungan Hidup menghasilkan 5 jenis limbah elektronik dengan laju timbulan 45,2 kg/tahun. Gudang Pusat LP2A menampung 30 jenis limbah elektronik dengan berat yang disimpan sebesar 30.571 kg/tahun. Menurut Permendagri No. 19 Tahun 2016, limbah elektronik tersebut telah dikelola sebagai barang/aset milik daerah/negara. Namun masih terdapat sejumlah kekurangan dalam aspek teknis pengelolaan limbah elektronik di Kantor Pemerintah menurut peraturan yang berlaku. Melalui metode AHP, didapatkan prioritas utama pengelolaan limbah elektronik pada aspek teknis yaitu: (1) DPUBMP harus mengoptimumkan upaya penggunaan barang agar sesuai prosedur; (2) DKRTH harus melakukan pemilahan limbah elektronik sesuai jenis; (3) DLH harus menyediakan dan menggunakan kendaraan pengumpul tertutup dalam mengangkut limbah elektronik; dan (4) Gudang Pusat LP2A harus mengoptimumkan upaya penilaian kondisi fisik limbah elektronik sebelum pelelangan. Dari aspek kelembagaan, Kantor Pemerintah dan Gudang Pusat LP2A harus memberikan pelatihan khusus pengelolaan limbah B3 kepada penanggung jawab ruang penyimpanan.

The Government Office in Surabaya City has not prioritized electronic waste management to date. Therefore, a study concerning electronic waste management is needed. This study aims to determine type and generation rate of electronic waste, to evaluate the existing condition and the priority of electronic waste management that should be done in Surabaya Government Office.
A survey was implemented in order to obtain data concerning type and generation rate of electronic waste, storage space conditions, and collection system. Objects of this study were Public Works Agency for Highways and Drainage (DPUBMP), Agency of Cleansing and Green Open Space (DKRTH), and the Living Environment Agency (DLH). The study was also conducted in the Central Storage of Procurement and Asset Management Services (LP2A). The existing conditions of electronic waste management facilities were compared to the enacted regulations concerning hazardous waste management in Indonesia. Priority for electronic waste management was determined using Analytical Hierarchy Process (AHP) method. The AHP method involved 3 respondents from each Government Office and the LP2A. The targeted respondents were the Regional Secretariat, Sub-Head of Regional Agency’s Technical Unit / State Asset Inventory Staff member, and the person in charge for the electronic waste storage. The assessment was done by Key Performance Indicator (KPI), which consisted of technical and institutional aspects in electronic waste management.
From the study result, it was found that the DPUBMP produced 10 types of electronic waste with a generation rate of 223.8 kg/year.The DKRTH generated 10 types of electronic waste of 555.13 kg/year. The DLH produced 5 types of electronic waste with a generation rate about 45.2 kg/year. The LP2A received 30 types of 30,571 kg electronic waste per year. According to the Decree of Ministry of Internal Affairs No. 19/ 2016, the electronic waste has been managed as a state asset. However, there were a number of technical shortcomings in the current electronic waste management in the government offices, when compared to the enacted Decrees and State Regulations. The AHP method resulted in the following main technical priorities for electronic waste management: (1) the DPUBMP has to optimize the use of electronic goods in accordance with procedures; (2) the DKRTH has to implement electronic waste sorting; (3) the DLH is to provide and use the closed vehicle in collecting electronic waste; and (4) the LP2A should optimize physical condition assesment of the electronic waste before an auction takes place. From the institutional point of view, the LP2A has to provide a training program concerning hazardous waste management for the person in charge in electronic waste storage.
