Abstract
Pertumbuhan penduduk yang semakin meningkat menyebabkan peningkatan kebutuhan air minum. Salah satu upaya untuk memenuhi kebutuhan air minum adalah didirikannya industri usaha Depot Air Minum Isi Ulang (DAMIU). Penduduk Kecamatan Wonocolo, Kota Surabaya lebih memilih menggunakan air minum isi ulang daripada air mineral yang memiliki harga lebih mahal. Hal ini dikarenakan Kecamatan Wonocolo memiliki tingkat perekonomian yang tergolong dalam masyarakat menengah. Produk air minum isi ulang harus memenuhi baku mutu Peraturan Menteri Kesehatan Republik Indonesia No.492 tahun 2010 tentang Persyaratan Kualitas Air Minum. Namun tidak semua DAMIU terjamin keamanan produknya. Beberapa produk air minum isi ulang mengandung bakteri Coliform. Dengan demikian, dilakukan studi perubahan kualitas terhadap operasional DAMIU.
Pada penelitian ini dilakukan penelitian laboratorium dan penelitian lapangan. Penelitian laboratorium dilakukan dengan melakukan uji terhadap parameter kekeruhan, TDS, pH, dan Total Coliform untuk mengetahui kualitas air minum isi ulang. Sampel yang dianalisis merupakan sampel yang diambil dari outlet setiap DAMIU. Pada penelitian lapangan dilakukan dengan survei menggunakan kuisioner. Kuisioner diolah menggunakan skala Likert dengan rentang nilai 1 sampai 5. Angka 5 merupakan nilai terbaik atau tertinggi dan angka 1 sebagai nilai terburuk atau terendah. Dari data kuisioner dilakukan analisis dengan metode Structural Equation Modeling (SEM) menggunakan aplikasi PLS (Partial Least Square). Variabel yang berpengaruh terhadap kualitas produksi dilakukan analisis menggunakan fishbone analysis melalui fishbone chart.
Hasil analisis laboratorium menunjukkan bahwa indikator yang melebihi baku mutu Permenkes No. 492 tahun 2010 pada proses produksi air minum isi ulang adalah parameter Total Coliform. Secara umum penurunan kualitas air minum isi ulang dipengaruhi oleh pengelola DAMIU yang tidak melakukan operasional unit pengolahan sesuai dengan ketentuan. Berdasarkan hasil analisis Structural Equation Modeling, air minum isi ulang terkontaminasi Total Coliform disebabkan oleh pengelola DAMIU tidak menjalankan operasional unit ultraviolet dengan tepat yaitu ketidaksesuaian waktu kontak lampu ultraviolet pada proses desinfeksi. Perbaikan operasional DAMIU dapat dilakukan dengan mengoptimalkan kinerja pengelola DAMIU terhadap pengoperasian dan perawatan unit-unit pengolahan. Prioritas penyelesaian permasalahan berdasarkan fishbone analysis yaitu perbaikan operasional DAMIU pada unit ultraviolet, perilaku, pengetahuan, dan sikap.

Increasing population growth causes increase in drinking water necessity. One of the effort is by building Refill Drinking Water Facility (Depot Air Minum Isi Ulang – DAMIU). Wonocolo residents, Surabaya City prefer to use refill drinking water than mineral water because mineral water is more expensive. This causes Wonocolo subdistrict has an economic level belonging to the middle class. The product of refill drinking water has to meet the standard of Permenkes 492/2010. However, not all DAMIU has standardized water quality product. Some refill drinking water product contain coliform bacteria. Based on those, there need to be some effort to reduce the failure in the operational of refill drinking water processing.
This study involves laboratory work and field study. Laboratory work is done by testing the turbidity, TDS, pH, and Total Coliform parameter to determine the refill drinking water quality. The analyzed sample is sample taken from the outlet of each DAMIU. Field survey is done with questionnaire. The questionnaire is then processed with Likert scale with range 1 – 5, with 5 as the highest number and 1 as the lowest representing quality. From the result, analysis is done with Structural Equation Modeling (SEM) method using PLS (Partial Least Square) application. Variables affecting production quality failure will be done with fishbone analysis using fishbone chart.
The result of laboratory analysis showed that the indicator of the failure in the production of refill drinking water is the Total Coliform parameter which exceeded the standard of Permenkes 492/2010. In general, the decline of refill drinking water quality is influenced by human resource DAMIU in doing the operational process. Based on the results of Structural Equation Modeling analysis, refill drink water contents of Total Coliform contamination caused by operational of ultraviolet unit with contact time of ultraviolet lamp in disinfection process. The improvement of DAMIU operational is optimize the performance human resource DAMIU on the operation and maintenance of processing units. Priority of problem solving based on fishbone analysis is operational improvement on ultraviolet unit, behavior, knowledge, and attitude.
