Abstract

Gresik merupakan salah satu kabupaten yang mengalami perkembangan sangat pesat dan menjadi salah satu kota dengan pertumbuhan ekonomi yang tinggi di Indonesia. Pertumbuhan ekonomi tersebut selaras dengan pertambahan dan perkembangan penduduk di kabupaten Gresik. Semakin padatnya kabupaten Gresik menyebabkan nilai individual properti di kabupaten Gresik mengalami peningkatan. Tujuan dari penelitian ini adalah untuk membuat peta selisih nilai individual terhadap nilai massal. Memberikan referensi selisih nilai tanah pada properti rumah tinggal dan ruko untuk kemudian dianalisa secara spasial terhadap Pasar Gresik dan jalan Panglima Sudirman.
Peta selisih nilai individual terhadap nilai massal dihasilkan dari overlay zona nilai tanah, Informasi harga properti sampel dan koordinat dari properti sampel. Informasi harga properti sampel yang ada kemudian dihitung menggunakan peraturan penilaian yang dimuat dalam Standar Penilaian Indonesia Edisi Ke 6 tahun 2015 yang kemudian dihitung selisihnya terhadap Nilai Jual Objek Pajak (NJOP).

Hasil analisis didapatkan bahwa selisih nilai massal terhadap nilai individual pada properti jenis ruko memiliki nilai selisih tertinggi pada RUK14 dengan selisih sebesar Rp 17.642.000/m2 terletak pada koordinat X = 682.808,496 m dan Y = 9.208.625,588 m. Nilai selisih terendah pada RUK194 dengan selisih sebesar Rp 142.541/m2 terletak pada koordinat X = 682.224 m dan Y = 9.208.628 m. Pada properti jenis rumah tinggal, selisih nilai massal terhadap nilai individual memiliki nilai selisih tertinggi pada RU163 dengan selisih sebesar 12.050.555/m2 yang terletak pada koordinat X = 682.167,3348 m dan Y = 9.208.640,582 m. Nilai selisih terendah pada RU122 dengan selisih sebesar Rp 75.752/m2 yang terletak pada koordinat X = 682.975 m dan Y = 9.206.983 m.

Gresik is one of Indonesian sub-district which has been undergoing vast economic development. That economic growth goes hand in hand with the increase and development of Gresik’s inhabitant. Gresik’s dense population causes individual property value in the district goes up. The objective of this study is to map the difference between individual value and mass value, and to give reference to the difference of land value towards housing property and shophouse to be analyzed spatially towards Gresik Market and Panglima Sudirman road.
The difference map between individual value towards mass value is obtained through overlay of land value zone and information of existing sample property price which will then be calculated using scoring regulation state in Standar Penilaian Indonesia Edisi Ke-6 Tahun 2015, and then the difference will be calculated towards tax object selling value, or Nilai Jual Objek Pajak (NJOP).
Analysis result shows that the highest difference between mass value and individual value in shophouse property is in RUK14 with difference value Rp 17.642.000/m2 located in coordinates X = 682.808,496 m and Y = 9.208.625,588 m. The lowest difference is in RUK194 with difference value Rp 142.541/m2 located in coordinates X = 682.224 m and Y = 9.208.628 m.
