Abstract
Pipa merupakan sarana transportasi untuk mendistribusikan fluida baik dalam bentuk liquid maupun gas yang paling aman. Pipa seperti halnya semua peralatan industri lainnya dapat mengalami kegagalan dan memerlukan program inspeksi. Kegagalan pipa dapat menimbulkan kerugian bagi perusahaan, masyarakat disekitar jalur pipa serta kerusakan dan pencemaran terhadap lingkungan. Oleh karena itu diperlukan suatu pengelolaan risiko untuk meningkatkan keamanan sistem perpipaan. Pipeline risk assessment adalah salah satu dari metode yang paling baik untuk mengidentifikasi suatu kejadian potensial yang tidak hanya menyebabkan gangguan pada operasional perpipaan tetapi juga kejadian yang berhubungan dengan safety dan masalah lingkungan. Tugas Akhir ini membahas tentang penilaian risiko pada pipa distribusi gas dari Plant 21 – Train Area. Penilaian risiko dilakukan pada setiap seksi pipa berdasarkan pada atributnya. Penilaian risiko yang digunakan adalah indexing model risk assessment, yaitu dengan mencari skor indeks pada masing masing parameter (peluang kegagalan dan konsekuensi kegagalan). Dari hasil perhitungan, maka diperoleh peluang terjadinya kegagalan pada setiap seksi pipa yaitu berupa indeks-indeks dengan item-item dari kerusakan akibat pihak ketiga dengan skor rata-rata 49.8, korosi dengan skor rata-rata 41, desain dengan skor rata-rata 31.4, dan kesalahan operasional dengan skor rata-rata 89. Leak impact factor digunakan untuk mengatur skor indeks untuk menggambarkan konsekuensi kegagalan. Leak impact factor diperoleh dari hasil perkalian seluruh faktor area yang terdiri dari product hazard, leak/spill volume, dispersion, dan receptors. Hasil perkiraan skor kriteria untuk product hazard adalah 7, leak volume adalah 0.2 dan 1, dispersi pada skor 1, variasi skor reseptors bernilai antara 1.8 sampai dengan 3.9, sehingga diperoleh leak impact factor dengan skor rata-rata 4.34 dan 21.7. Relative risk score rata-rata didapatkan sebesar 54.2 dan 10.85, sehingga tingkat risiko pada pipa feedgas 42” CD Plant 21-Train Area relatif aman dan pada pipa feedgas 42” EFGH Plant 21-Train Area seksi 1 dan 2 tergolong low sedangkan seksi 3 dan 4 tergolong high. Mitigasi risiko dilakukan apabila risiko tidak acceptable dengan cara mengurangi faktor probabilitas.

Pipes are a means of transportation to distribute fluids in both liquid and gas form the safest. Pipes as well as all other industrial equipment may fail and require an inspection program. Pipe failures can cause losses for the companies, residentaround pipelines as well as damage and pollution to the environment. Therefore a risk management is required to improve the security of the piping system. Pipeline risk assessment is one of the best methods to identify potential events that not only cause disruption to pipe operations but also events related to safety and environmental problems. . This final project discussed about risk assessment on gas distribution pipeline of Plant 21 – Train Area. Risk assessment is conducted to every pipeline section according to the attributes. The type of risk assessment used in the research is indexing model risk assessment, specifically by looking for index score on each parameter (index sum and leak impact factor). According to the calculation result, it is obtained scores on each pipeline section that are indices with items of third party damage with an average score of 49.8, corrosion with an average score of 41, design with an average score of 31.4, incorrect operation with an average score of 89. The leak impact factor is used to adjust the index score to reflect the consequences of failure. Leak impact factor is obtained from the multiplication of all area factors consisting of product hazard, leak / spill volume, dispersion, and receptors. The estimation result of criteria score for product hazard is 7, leak volume is 0.2 and 1, dispersion score of 1, receptor score variation is between 1.8 up to 3.9, so can be obtained the leak impact factor with average score 4.34 and 21.7. Relative risk score obtained an average score of 54.2 and 10.85, so the level of risk on feedgas pipe 42 "CD is relatively safe and feedgas 42" EFGH Plant 21-Train Area section 1 and 2 are low and Section 3 and 4 are high. Risk mitigation is performed if the risk is not acceptable by reducing the probability factor.
