Abstract

Salah satu permasalahan lingkungan yang sering dijumpai akibat pembuangan air limbah domestik yang tidak diolah terlebih dahulu. Berbagai upaya dilakukan untuk menangani permasalahan lingkungan yang disebabkan pembuangan air limbah, seperti Sustainable Development Goals (SDGs) dan Rencana Pembangunan Jangka Menengah (RPJMN) 2015-2019 bidang Cipta Karya yakni 100 : 0 : 100. Peraturan Daerah Kota Surabaya Nomor 12 Tahun 2016 tentang Pengelolaan Kualitas Air dan Pengendalian Air Limbah yang memiliki tujuan pengendalian air limbah dilakukan untuk menjamin kualitas air agar sesuai dengan baku mutu air melalui upaya pencegahan dan penanggulangan pencemaran air serta pemulihan kualitas air dengan menetapkan Rencana Induk Sistem Pengolahan Air Limbah. Kelurahan Bulak Banteng, Kota Surabaya dilakukan perencanaan Sistem Penyaluran Air Limbah (SPAL) dan Instalasi Pengolahan Air Limbah (IPAL) untuk mendukung upaya tersebut.
Daerah perencanaan adalah Kelurahan Bulak Banteng, Kota Surabaya dengan jumlah penduduk terlayani tahun 2040 sebesar 38.974 jiwa. Desain SPAL yang digunakan adalah shallow sewer yang terbagi 3 zona yang masing-masing zona terhubung dengan pipa perlintasan untuk menyalurkan blackwater dan greywater. Alternatif IPAL yang direncanakan adalah Barscreen, Sumur Pengumpul, Bak Pengendap I, Unit Parit Oksidasi, dan Bak Pengendap II. Baku mutu yang digunakan adalah Peraturan Menteri Lingkungan Hidup No.68 Tahun 2016 tentang Air Limbah Domestik.

One of the environmental problems that is often encountered due to the disposal of domestic wastewater that is not processed first. Various efforts were made to address environmental problems caused by waste water disposal, such as Sustainable Development Goals (SDGs) and Medium Term Development Plan (RPJMN) 2015-2019 in the field of Human Settlements that is 100: 0: 100. Surabaya City Regulation No. 12 of 2016 Water Quality Management and Wastewater Control which has the objective of wastewater control is carried out to ensure water quality in accordance with water quality standards through prevention and control of water pollution and water quality restoration by stipulating the Master Plan of Wastewater Treatment System. Kelurahan Bulak Banteng, Surabaya City is planned for Waste Water Distribution System (SPAL) and Wastewater Treatment Plant (IPAL) to support the effort.
The planning area is Bulak Banteng Village, Surabaya City with total population served by 2040 for 38.974 people. The SPAL design used is the shallow sewer which is divided into 3 zones which each zone is connected with the pipe crossing to channel blackwater and greywater. The planned IPAL alternatives are Barscreen, Collecting Well, Sedimentation I, Oxidation Ditch, and Clarifier. The quality standard used is the Regulation of the Minister of Environment No. 68 of 2016 on Domestic Wastewater.
