Abstract
Kelurahan Putat Jaya merupakan salah satu kelurahan di Kecamatan Sawahan, Kota Surabaya yang memiliki tingkat risiko tinggi terkait dengan permasalahan sanitasi. Kelurahan Putat Jaya menduduki peringkat kedua penderita DBD terbanyak di Surabaya. Salah satu penyebabnya yaitu permasalahan lingkungan yang sering dijumpai akibat pembuangan air limbah domestik yang langsung dibuang ke saluran drainase tanpa diolah terlebih dahulu. Maka dari itu Kelurahan Putat Jaya, Kecamatan Sawahan, Kota Surabaya perlu dilakukan perencanaan Sistem Penyaluran Air Limbah (SPAL) dan Instalasi Pengolahan Air Limbah (IPAL).
Pada perencanaan kali ini semua penduduk Kelurahan Putat Jaya terlayani SPAL dan IPAL yaitu sebanyak 48.782 orang, terbagi menjadi 2 cluster. Sistem penyaluran air limbah yang digunakan yaitu jenis shallow sewer dikarenakan cocok dengan daerah kepadatan penduduk tinggi dan elevasi muka tanah yang landai. Pada unit teknologi pengolahan air limbah domestik digunakan beberapa alternatif teknologi seperti anaerobic baffled reactor, anaerobic filter, biofilter anaerob-aerob dan constructed wetland. Dari beberapa alternatif teknologi tersebut akan dilakukan analisis agar dapat ditentukan alternatif teknologi yang sesuai dengan daerah perencanaan.
Hasil desain menunjukan sistem penyaluran menggunakan pipa PVC dengan diameter 110–400 mm dengan penanaman pipa SPAL berada dibawah pipa PDAM. Hasil kajian dari berbagai aspek, digunakan kombinasi IPAL dengan sistem Anaerobic Baffled Reactor dan Anaerobic Filter serta klorinasi.. Lahan yang dibutuhkan untuk IPAL cluster I seluas 1511,3 m2 dan cluster II seluas 287,76 m2. Anggaran biaya investasi yang dibutuhkan untuk cluster I sebesar Rp 38.045.054.966, kemudian untuk cluster II sebesar Rp 6.520.566.533. Anggaran biaya operasi dan pemeliharaan dibutuhkan sebesar Rp 6.000/Kepala Keluarga setiap bulan. hasil analisis kelayakan ekonomi maka dapat dikatakan proyek pembangunan SPAL dan IPAL dengan metode beneft cost ratio, layak untuk dilaksanakan karena nilai BCR >1 yaitu 3,25.

Putat Jaya is one of the villages in Sawahan Sub-district, Surabaya City which has high risk level related to sanitation problem. Putat Jaya was ranked second most DBD sufferer in Surabaya. One of the causes is environmental problems that are often encountered due to the disposal of domestic wastewater directly discharged into drainage system without being processed first. Therefore, Putat Jaya, Sawahan Sub-district, Surabaya is planned for Sewerage System and Wastewater Treatment Plant (WWTP).
In planning this time all residents of Putat Jaya served sewerage system and WWTP that is 48.782 people, divided into 2 clusters. Wastewater sewerage system used shallow sewer type because it is suitable with high population density area and sloping land elevation. In the domestic wastewater treatment technology unit, several alternative technologies such as anaerobic baffled reactor, anaerobic filter, anaerobic-aerobic biofilter and constructed wetland are used. From several alternative technologies will be analyzed in order to be determined alternative technology in accordance with the planning area.
The design results show the sewerage system using PVC pipe with diameter 110-400 mm with sewerage system pipe planting under water pipe. Result of study from various aspect, used combination of WWTP with Anaerobic Baffled Reactor, Anaerobic Filter and chlorination system. Land needed for WWTP cluster I is 1511,3 m2 and cluster II of 287,76 m2. The investment cost budget required for cluster I amounted to Rp.38.045.054.966, then for cluster II amounting to Rp.6.520.566.533. The budget for operation and maintenance cost is Rp.6.000 / Head of Family every month. The result economic feasibility analysis can be said sewerage system and WWTP development project with beneft cost ratio method, feasible to be implemented because the value of BCR> 1 is 3,25.
