Abstract
Proyek pembangunan jalan tol Pasuruan – Probolinggo
seksi 2 dan 3 merupakan salah satu proyek strategis nasional yang ada di Jawa Timur. Proyek strategis nasional yang digagas oleh pemerintah ini dimaksudkan untuk meningkatkan pertumbuhan ekonomi Indonesia. Saat ini, jalan nasional Pasuruan – Probolinggo sebagai jalan yang dominan dilalui pengendara menuju ke bagian timur Jawa Timur seperti Banyuwangi, hanya memiliki 2 lajur, disamping itu kendaraan yang melaluinya semakin meningkat sehingga terjadi kemacetan. Oleh karena itu dilakukan pembangunan jalan tol Pasuruan – Probolinggo. Tujuan dari tugas akhir ini adalah untuk mengetahui kelayakan dari proyek pembangunan jalan tol Pasuruan – Probolinggo seksi 2 dan 3 ditinjau dari segi teknik, ekonomi dan finansial.
Untuk menyelesaikan tugas akhir ini, diperlukan data primer dan data sekunder. Analisa kelayakan teknik dilakukan dengan menghitung kontrol alinyemen horizontal. Analisa kelayakan ekonomi menghitung nilai penghematan dari biaya operasioanl kendaraan (BOK) menggunakan metode PCI, nilai waktu tempuh (time value) dengan harga dasar menggunakan Produk Domestik Regional Bruto (PDRB), Benefit Cost Ratio (BRCe), Net Present Value (NPVe) dan Economic Internal Rate of Return (EIRR), sedangkan analisa kelayakan finansial menggunakan metode Benefit Cost Ratio (BRCf), Net Present Value (NPVf), Financial Internal Rate of Return (FIRR) dan Payback Period.
Analisa kelayakan teknik berupa kontrol alinyemen horizontal telah memenuhi dengan jari-jari tikungan minimum 590,55 m. Dari analisa kelayakan ekonomi, diperoleh nilai BCRe = 2,66, nilai NPVe = Rp 6.169.069.688.234 dan EIRR = 18,93%. Untuk analisa kelayakan finansial, diperoleh tarif tol 70% dari BKBOK, nilai BCRf = 1,31, nilai NPVf = Rp 1.149.857.423.346, FIRR = 10,14% dan Payback period pada tahun ke 25 setelah
jalan tol Pasuruan – Probolinggo seksi 2 dan 3 beroperasi. Dari hasil analisa di atas, dinyatakan bahwa pembangunan jalan tol Pasuruan – Probolinggo seksi 2 dan 3 layak dilaksanakan.===========================================================Section 2 and 3 of the Pasuruan - Probolinggo toll road construction are one of the national strategic projects in East Java. This national strategic project which is initiated by the government is intended to improve Indonesia’s economic growth. Currently, the Pasuruan – Probolinggo national road, which is the most commonly used way by people heading to east side of East Java like Banyuwangi, only has 2 lanes. Besides, the amount of vehicles through it keeps on increasing that is causing traffic jam. Therefore, the government is building the Pasuruan – Probolinggo toll road. The purpose of this thesis is to know the feasibility of the section 2 and 3 of the Pasuruan – Probolinggo toll road construction project in terms of technical, economic and financial.
To complete this thesis, primary data and secondary data
are needed. The technical feasibility analysis can be done by calculating the control of horizontal aligment. The economic feasibility calculate the savings from vehicle operating costs (VOC) using PCI method, time value with base price using Gross Regional Domestic Bruto (PDRB), Benefit Cost Ratio (BCRe), Net Present Value (NPVe) and Economic Internal Rate of Return (EIRR), while the financial feasibility analysis is using Benefit Cost Ratio (BCRf), Net Present Value (NPVf) and Financial Internal Rate of Return (FIRR) and Payback Period.
Technical feasibility analysis in the form of horizontal
alignment control has fullfilled the minimum bend radius of 590.55 m. From the economic feasibility analysis, obtained value of BCRe = 2,66, the value of NPVe = Rp 6.169.069.688.234 and EIRR = 18,93%. For financial feasibility analysis, obtained 70% toll rate of BKBOK, BCRf value = 1,31, NPVf value = Rp 1.149.857.423.346, FIRR = 10,14% and Payback Period in the 25th year after Pasuruan – Probolinggo toll road section 2 and 3 operates. From the analysis above, it is state the construction of Pasuruan - Probolinggo toll road section 2 and 3 are feasible.
