Abstract

Praktik Illegal, Unreported, and Unregulated (IUU) transhipment dan fishing menjadi ancaman bagi kekayaan alam maritim Indonesia. Illegal transhipment merupakan proses pemindahan muatan dari satu kapal ke kapal lain terjadi di tengah laut. Illegal fishing merupakan tindakan kapal menggunakan alat tangkap terlarang yaitu jaring cantrang. Pengawasan terhadap praktik illegal transhipment dan fishing dinilai kurang optimal karena keterbatasan instrument pengawasan yang dimiliki Indonesia. Penelitian mengenai identifikasi illegal transhipment dan fishing yang telah dirancang sebelumnya dibuat secara terpisah, nyatanya kejadian praktik illegal transhipment dan fishing keduanya saling berkaitan. Penelitian tugas akhir ini dirancang integrasi sistem pengambilan keputusan untuk identifikasi terjadinya illegal transhipment dan fishing berbasis data automatic identification system (AIS) menggunakan logika fuzzy. Sistem yang dirancang menggunakan logika fuzzy tipe mamdani dan disusun dari dua sub sistem yang saling berkaitan yaitu, fuzzy selection dan fuzzy decision. Sistem pengambilan keputusan disimulasikan, diuji, dan divalidasi menggunakan data kapal real yang melakukan praktik illegal transhipment dan fishing dari pusat data marinetraffic.com dan NASDEC-ITS. Hasil validasi menunjukkan keluaran sistem mencapai 83.6% untuk identifikasi illegal transhipment dan 81.2% untuk identifikasi illegal fishing.

Illegal, Unreported, and Unregulated (IUU) practices of transhipment and fishing are threat to Indonesia's maritime natural resources. Illegal transhipment is process of moving a cargo from one ship to another at sea. Illegal fishing is fishing method using Trawl Net (Jaring Cantrang) which is forbidden by law. Supervision over illegal transhipment and Illegal fishing is considered ineffective because Indonesia's lack of surveillance instruments . Research on illegal transhipment and illegal fishing practice identification that has been conducted separately, in reality they both are correlated. This final project design the integration of decision-making system for illegal transhipment and illegal fishing identification based on method of Data Automatic Identification System (AIS) using fuzzy logic. Mamdani type fuzzy logic are used for system design. It consist of two interrelated sub-systems, Fuzzy Selection and Fuzzy Decision. The system simulation, testing, and validation is using actual Fishing Ship data that conduct Illegal Transhipment and Illegal Fishing practices from marinetraffic.com and NASDEC-ITS data centers. Validation results show the system output reached 83.6% for the identification of illegal transhipment and 81.2% for the identification of illegal fishing.
