Abstract
Kecamatan Bulak memiliki potensi sumber daya perikanan yang menjadi sektor basis dan lapangan usaha yang berkembang melalui subsektor perikanan. Namun potensi ini belum dapat dikembangkan secara optimal karena terdapat permasalahan internal dari para pelaku usaha terkait pengelolaan sumber daya serta minimnya modal dan permasalahan eksternal dimana masyarakat pelaku usaha belum memanfaatkan keberadaan bangunan pusat pemasaran dan bangunan tempat pengolahan produk. Hal ini terjadi karena adanya perbedaan persepsi antar stakeholder yang disebabkan oleh pendekatan yang kurang melibatkan masyarakat dalam proses perencanaan hingga penyediaan infrastruktur pendukung pengolahan. Oleh karena itu, penelitian ini bertujuan merumuskan strategi prioritas pengembangan industri pengolahan hasil perikanan berbasis pengembangan ekonomi lokal di Kecamatan Bulak.
Penelitian ini terdiri atas empat sasaran, sasaran pertama terkait identifikasi karakteristik industri pengolahan hasil perikanan menggunakan analisis statistik deksriptif; sasaran kedua terkait identifikasi faktor pengembangan industri pengolahan menggunakan analisis konten; sasaran ketiga terkait analisis faktor internal eksternal yang memengaruhi pengembangan industri pengolahan menggunakan IFAS EFAS; dan sasaran keempat terkait perumusan strategi prioritas pengembangan indutsri pengolahan berbasis PEL menggunakan analisis SWOT.
Hasil penelitian menunjukkan kondisi industri pengolahan memiliki faktor kekuatan dan peluang sehingga fokus strategi pengembangan berada pada kuadran I dengan penerapan strategi pengembangan pertumbuhan yang agresif. Strategi pengembangan yang dihasilkan adalah meningkatkan nilai jual produk melalui pemberian label pada kemasan produk kerupuk serta ikan asin dan pemberian kemasan vacuum pada produk ikan asap, menerapkan sistem penyortiran bahan baku dan pemasaran hasil produk secara terpusat di SIB, memanfaatkan penggunaan teknologi informasi dan komunikasi dalam pemasaran hasil produk olahan, memperluas jangkauan pemasaran melalui kegiatan pameran dan pengadaan kemitraan dengan toko oleh-oleh khas Surabaya, dan meningkatkan kerja sama pemerintah dan pelaku usaha terkait pengembangan kualitas tenaga kerja dalam pengolahan produk dan pengelolaan modal.
======================================================================================= Bulak District has potencies in fisheries subsector due to have been rapidly developed and has become basic sector. However, these potencies has not been concerned due to some internal problems from the enterprises in resource management and lack of modals and also in external problems, which the enterprises aren’t using the exsitence of the marketing center building and the processed product building. This problem occurs because of different perceptions among stakeholders which is caused by lack of people participatory approaches in the planning process until the infrastructures provision to support processed fisheries industry. Therefore, this research is aiming to formulize priority strategies in processed fisheries industry development based on local economic development in Bulak District.
This research consists of four goals, the first goal in this research is to indentify processed fisheries industry characteristics in Bulak District using descriptive statistic analysis; the second is to identify strength, weakness, opportunity, and threat in processed fisheries industry in Bulak District using content analysis; the third goal is to analyze internal and external factors which influence the development of processed fisheries industry based on LED concept, in Bulak District using IFAS EFAS; and the last goal is to formulize priority strategies of processed fisheries industry development based on LED in Bulak District using SWOT analysis.
The result shows that processed fisheries indsutry in Bulak District has power and opportunity so that the focus of the delevelopment strategy is in first quadrant to use the implementation growth oriented strategy. The development strategies which are produced is improving product's added value by labelling in product's packaging specifically in salted fish and fish cracker; also giving vacumed packaging for smoked fish products, implementing resource sorting system and integrated product marketing at Sentra Ikan Bulak, using the technology of information and communication in the marketing of processed product, expand in marketing coverage by holding exhibiion and having partnership with stores in specialty of Surabaya's product, and improving cooperation between government and business doer related to quality improvement in product's processing and asset management.
