Abstract

PUSGEN (Pusat Studi Gempa Nasional) pada tahun 2017 merilis adanya sesar aktif kendeng yang berpotensi menyebabkan gempa bumi dengan skala 6,5 SR di Kota Surabaya. Gempa ini bisa menimbulkan dampak yang luas terhadap kota surabaya, keadaan ini diperburuk jika tidak adanya kemampuan infrastruktur kota Surabaya dalam menghadapi bencana gempa. Hal ini dibuktikan pada gempa Kota Haiti yang menewaskan 150.000 orang pada awalnya namun setelah gempa terjadi terdapat kerusakan pada listrik dan jaringan pipa sehingga cakupan air, sanitasi dan sistem pengolahan limbah tidak berfungsi, akibatnya gempa tersebut diikuti oleh salah satu wabah kolera yang paling parah dalam sejarah modern dan menambah jumlah korban yang meninggal mencapai 200.000 orang. Atas dasar ini penguatan resiliensi infrastruktur kota Surabaya dalam menghadapi gempa dianggap sangat penting. Penelitian ini bertujuan untuk menilai tingkat resiliensi infrastruktur Kota Surabaya dalam menghadapi bencana gempa.

Untuk mencapai tujuan tersebut dibutuhkan langkah-langkah sebagai berikut: 1) validasi setiap variabel subvariabel dengan menggunakan teknik validity and reliability dan hasilnya semua subvariabel valid kecuali ketersediaan toilet. 2) Menilai resiliensi infrastruktur terhadap bencana gempa menggunakan teknik skala likert dan hasilnya diketahui tingkat resiliensi infrastrukur kota Surabaya diketahui sebesar 4.135 atau tinggi dalam keadaan normal, meliputi infrastruktur ketersediaan jaringan listrik, kesiapan sanitasi dan pembuangan limbah padat, ketersediaan jaringan air bersih, kesiapan fasilitas kesehatan, kesiapan pemadam kebakaran dan terdapat 2 infrastruktur yang resiliensinya sedang yaitu ketersediaan tempat penampungan atau evakuasi dan kesiapan aksesbilitas.

Based on the Haiti earthquake that initially killed 150,000 people howefer after the earthquake occured there was damage to electricity and pipelines so that the water coverage, sanitation and sewage treatment systems did not work, consequently the quake was followed by one of the most severe cholera outbreaks in modern history and increase the number of victims who died up to 200,000 people. On this basis, the strengthening of infrastructure resilience of Surabaya city in facing earthquake is considered very important. This study aims to assess the level of resilience of Surabaya infrastructure in the face of earthquake disaster.

To achieve these objectives required steps as follows: 1) validation of each variable and subvariabel by using validity and reliability technique and the results are all subvariables was valid except the availability of toilets. 2) Assess the resilience of infrastructure to earthquake disaster by using Likert scale technique and the result is known that the resilience level of Surabaya infrastructure is 4,135 or high under normal circumstances, including the availability of electricity network, sanitation preparation and solid waste disposal, availability of clean water network, , fire fighting readiness and there are 2 infrastructure on medium resilient level, including availability of shelter or evacuation and readiness of accessibility.
