Abstract
Terminal Teluk Lamong merupakan greenport pertama yang ada di Indonesia dengan sistem operasional sudah terotomatisasi. Sebagai penyedia jasa bongkar curah kering, Terminal Teluk Lamong masih memiliki berbagai permasalahan operasional yang belum bisa diselesaikan sehingga dampak keberadaannya belum dirasakan oleh pihak pengguna pelabuhan. Permasalahan utama yang terjadi di terminal yaitu ketidaklancaran pergerakan truk pengiriman barang khususnya curah kering. Indikasi utama yang terlihat di lapangan diantaranya yaitu waktu pengiriman yang lama, banyaknya tumpukan truk, dan proses yang terjadi secara berulang-ulang sehingga memakan waktu lama. Penelitian ini akan melakukan evaluasi dan analisis pada permasalahan pergerakan truk pengiriman barang menggunakan pendekatan simulasi diskrit. Hasil running model simulasi menunjukkan adanya ketidaklancaran pergerakan truk disebabkan oleh jumlah truk belum optimal, banyaknya proses, dan pemuatan tidak merata pada loading bay C. Dari kondisi aktual yang ada, dirancang tiga skenario perbaikan yaitu pemerataan utilitas area pemuatan barang, reprocess sistem pengiriman barang curah kering, dan penetapan jumlah serta kapasitas truk. Skenario tersebut diukur dalam tiga key peformance indicator yaitu waktu siklus, service level, dan waktu proses. Hasil perbaikan akhir menunjukkan peningkatan service level hingga 54% dari awalnya hanya 18%. Selain itu waktu siklus pengiriman barang ke masing-masing tujuan Margomulyo, Gresik, Surabaya, Sidoarjo dan Pasuruan berkurang secara rata-rata 5 – 27 jam.

Teluk Lamong Port is the first green port in Indonesia with the an automated
operational system. As a provider of dry bulk unloading services, Teluk Lamong
port still has various operational problems that have not been resolved and the
impact of its existence has not been felt by the port users. The main problems that
occur in the port is the inefficiency of freight trucks movement especially those for
dry bulk materials. The main symptoms in the field include the long delivery time,
a large number of trucks queue, and the processes tha occur repeatedly. This
research aims to evaluate and analyse the problem of freight truck movement using
discrete event simulation approach. The result from experiment with thesimulation
model shows that the problem is caused by several factors, i.e. insuffiecient number
of trucks, variation in the involved processes, and unbalanced loading activity in
bay C. Observation on the actual condition has resulted in three improvement
scenarios.The first one includes the utility distribution of dry bulk facility, the
second involves reprocessing of dry bulk delivery system, and the last is related to
determination of the number and capacity of the trucks used in the system. Thos
scenarios are measured using three key peformance indicators: cylce time, service
level, and processing time. An improvement plan is then introduced, of which
contributes to the increase in service level up to 54% from initially 18%. In
addition, the cycle time delivery of dry bulk to each destination can bedecreased by
an average of 5 – 27 hours.
