Abstract

Kesehatan adalah sektor pelayanan masyarakat yang telah menjadi perhatian Pemerintah Indonesia. Dengan berkembangnya Teknologi Informasi Pemerintah Indonesia mencoba mengeluarkan peraturan tentang penerapan EHealth untuk mendukung layanan kesehatan Rumah Sakit. Namun peraturan tersebut belum dirancang dengan baik sehingga tingkat adopsi E-Health di Indonesia masih rendah dan berjalan lambat. Hingga bulan September 2017, Rumah Sakit yang memiliki Sistem Informasi Manajemen Rumah Sakit mengalami peningkatan 4% dari tahun 2016 menjadi 52%. Berdasarkan fakta tersebut diketahui bahwa perkembangan adopsi E-Health di Rumah Sakit Indonesia berjalan lambat.
Untuk mendalami kasus adopsi E-Health di Indonesia, peneliti melakukan analisis secara mendalam pada model konseptual yang telah dikembangkan menggunakan metode kualitatif dengan pendekatan studi kasus. Model konseptual yang dikembangkan berisikan 19 (sembilan belas) faktor yang mempengaruhi adopsi E-Health. Faktor faktor tersebut dipetakan menjadi empat aspek yaitu: manusia, teknologi, organisasi dan lingkungan. Keempat aspek ini merupakan gabungan teori Difusi Inovasi, Frameworfk TOE dan Model HOT. Terdapat 5 rumah sakit yang menjadi objek penelitian. Kelima rumah sakit tersebut dipilih berdasarkan kategori ukuran, penyelenggara dan lokasi rumah sakit.
Hasil dari penelitian ini menunjukkan bahwa Manusia merupakan aspek yang paling berpengaruh terhadap adopsi E-Health di rumah sakit. Selain itu dari 19 faktor yang telah diidentifikasi terdapat tiga faktor yang memiliki hasil berbeda disetiap rumah sakit, yaitu : faktor penelitian dan pengembangan, intensitas persaingan dan peran pemerintah. Selain itu terdapat dua faktor baru yang termasuk dalam aspek lingkungan yaitu pasien dan perusahaan asuransi kesehatan. Hasil lain dari penelitian ini menunjukkan bahwa tingkat adopsi E-Health tidak dipengaruhi lokasi rumah sakit melainkan dipengaruhi oleh karakteristik rumah sakit yang meliputi pemilik atau penyelenggara, serta ukuran rumah sakit.

Health is a public service sector that has been the concern of the Government of Indonesia. With the development of Information Technology, The Government of Indonesia is trying to issue regulations on the implementation of EHealth to support Hospital health services. However, the regulation has not been well designed so that the rate of E-Health adoption in Indonesia is still low and runs slowly. Until September 2017, Hospitals with Hospital Management Information System increased 4% from 2016 to 52%. Based on these facts it is known that the development of E-Health adoption in Indonesia Hospital is slow.
To explore the case of E-Health adoption in Indonesia, the researcher conducted an in-depth analysis of the conceptual model that has been developed using the qualitative method with a case study approach. The conceptual model developed contains 19 (nineteen) factors that influence the adoption of E-Health. These factors are mapped into four aspects: human, technology, organization and environment. These four aspects combine the theory of Innovation Diffusion, Framework TOE, and the HOT Model. There are 5 hospitals that become the object of research. The five hospitals are selected based on the size category, organizer and hospital location.
The results of this study indicate that Humans are the most influential aspects of E-Health adoption in hospitals. In addition, from 19 factors that have been identified, there are three factors that have different results in each hospital, namely: research and development factors, the intensity of competition and the role of government. In addition, there are two new factors included in the environmental aspects of patients and health insurance companies. Another result of this study indicates that the rate of E-Health adoption is not affected by hospital location but is influenced by hospital characteristics that include owners or organizers, as well as hospital size.
