Abstract

Offshore Support Vessel (OSV) merupakan salah satu bagian terpenting dalam menunjang kegiatan operasional anjungan. Pada awalnya perusahaan minyak dan gas yang memiliki wilayah operasi lepas pantai menggunakan OSV secara berlebihan tanpa memperhitungkan biaya dari penggunaannya. Hal ini terjadi sebelum harga minyak dunia yang terus mengalami penurunan. Penurunan tersebut menyebabkan banyak perusahaan harus mengoptimalkan penggunaan kapal terutama dalam kegiatan logistikseperti yang terjadi di Wilayah Operasi Laut Natuna Selatan. Wilayah operasi ini terdapat beberapa jenis Offshore Support Vessel (OSV) yaitu 2 unit jenis AHTS, 1 unit PSV, dan 1 unit untuk UV. Armada tersebut memerlukan manajemen khusus dalam pegoperasiannya di berbagai aktifitas anjungan. Kegiatan pengiriman muatan dan operasional merupakan salah satu hal yang memiliki pengaruh besar dalam penjadwalan OSV. Dimana mayoritas permintaan muatan pada setiap tujuan tidak terencana dan sesuai kebutuhan operasional disetiap anjungan yang berbeda-beda. Penetuan OSV dalam penjadwalan saat ini dipilih secara manual berdasarkan pertimbangan kesediaan dan lokasi terakhir OSV. Oleh karena itu, penelitian ini bertujuan untuk mengembangkan model aplikasi penjadwalan otomatis harian meminimalkan biaya bahan bakar total (Total Fuel Cost/TFC). Dalam model, faktor pengali (r) dibuat untuk menentukan pergerakan setiap kapal. Berdasarkan hasil running model mendapatkan nilai rata-rata TFC 3% lebih rendah dibandingkan hasil kondisi saat ini.

l (OSV) which are 2 units of AHTS type, 1 PSV unit, and 1 unit for UV.
These platforms required a special operational management in various platform activity.
Load and operational delivery activities are the kind of things that have a major effect on
OSV
scheduling. Where the majority of demand for cargo at each destination is
unplanned and has a compatibility for each operational requirement on different
platforms. OSV in current scheduling were determined manually based on exist and the
last location of
OSV.

) is made to determine the movement of each vessel. Based on the result of running
model get average value of TFC 3% lower than result of

condition.
