Abstract
Kapal perintis memiliki tujuan untuk melayani kebutuhan jasa angkutan laut bagi daerah-daerah masih tertinggal atau wilayah terpencil untuk mendorong pengembangan daerah, meningkatkan konektivitas antar pulau dan pemerataan pembangunan. Namun nilai subsidi perintis terus meningkat sebanyak 3% sampai 45% tiap tahun tanpa adanya upaya dari Kementerian Perhubungan untuk menekan biaya tersebut. Tugas akhir ini bertujuan untuk membantu Kementerian Perhubungan dengan membuat model penentuan batas subsidi. Dari hasil penelitian, untuk menentukan batas pemberian subsidi dapat ditentukan dengan 2 skenario, skenario 1 yaitu mencari perpotongan antara tarif non subsidi dan tarif perintis tahun 2002 dengan perhitungan sensitivitas biaya satuan terhadap demand. Pada skenario 1 ditemukan hasil batas subsidi pada saat load factor kapal 650% . Pada skenario 2, mencari perpotongan antara tarif non subsidi dengan tarif kapal perintis yang dinaikkan 11% per tahun atau kenaikan tariff 270% dari tahun 2002 ke 2017 dengan perhitungan sensitivitas sensitivitas biaya satuan terhadap demand. Pada skenario 2 ditemukan hasil batas pemberian subsidi adalah ketika demand terlayani 16.997 pax per tahun dan 24.637 ton per tahun atau pada load factor 75%.

The purpose of Perintis vessels is serve the needs of sea transport for lagging area to encourage regional development and enhancing inter-island connectivity. However, the value of perintis’s subsidies increased by 3% until 45% per year without any effort from the Ministry of Transport to reduce the cost. This final project aims to assist the Ministry of Transportation by establishing a model of subsidy limits. From the research result, to determine the subsidy limit can be determined by 2 scenarios, scenario 1 is to find the intersection between the non-subsidized tariff and the pioneer tariff with the sensitivity calculation of unit cost to demand. In scenario 1, the result of subsidy limit when the load factor is 650%.In scenario 2, the intersection between non-subsidized tariffs and pioneer ship tariffs is raised 11% per year or 270% from year 2002 to 2017 with the sensitivity calculation of unit cost to demand. In scenario 2, the result of subsidy limit is found when demand is served 16.997 pax/year and 24.637 ton/year or whn the load factor is 75%.
