Abstract
Kota Semarang merupakan salah satu kota yang menerapkan konsep kota tangguh, dimana kota ini sudah mengalami banjir rob sejak tahun 1957 akibat adanya pergeseran garis pantai. Pada tahun 2015 sekitar 1400 Ha wilayah Kota Pesisir ini terkena dampak banjir rob bahkan diprediksi luas genangan rob di kota Semarang semakin luas yaitu pada tahun 2030. Namun, upaya adaptasi yang dilakukan masyarakat pada saat ini hanya pada saat bencana, sedangkan adaptasi saat pra dan pasca tidak dipertimbangkan masyarakat. Selain itu, kerentanan sosial Kota Semarang tergolong tinggi. Oleh karena itu, penelitian ini bertujuan untuk merumuskan arahan adaptasi masyarakat yang dapat meningkatkan resiliensi sosial.
Penelitian ini menggunakan metode content analysis melalui pengambilan data in depth interview. Pada tahap awal dalam penelitian ini dilakukan dengan menilai resiliensi sosial masyarakat., dimana pada tahap ini didapatkan hasil berupa konfirmasi variabel dan nilai resiliensi sosial. Setelah mendapatkan hasil nilai resiliensi sosial masyarakat maka dilakukan tahap selanjutnya dengan merumuskan arahan adaptasi masyarakat terhadap variabel resiliensi sosial yang perlu ditingkatkan berdasarkan pada tahap sebelumnya..
Penelitian ini menghasilkan arahan adaptasi masyarakat terhadap bencana banjir rob yang dapat dilakukan pada level individu, komunitas, dan kota. Adaptasi yang dilakukan berdasarkan (1) tahap mitigasi adalah melibatkan peran karang taruna, menerapkan sosialisasi berantai, pelaksanaan sistem informasi, membuat forum kebencanaan, (2) pada tahap kesiapsiagaan adalah penyusunan rencana kesiapsiagaan, membentuk kelompok tanggap bencana, melengkapi keselamatan dan kebutuhan darurat, yang dilakukan (3) pada tahap saat bencana yaitu mengevakuasi keluarga, mengusahakan mendirikan posko kesehatan, mendirikan tenda pengungsian dan dapur umum, dan yang dilakukan (4) pada tahap rehabilitasi adalah advokasi perbaikan rumah, dan gotong royong.
==================================================================== Semarang City is one of the cities that apply the concept of resilient city, in which the city has experienced tidal flood since 2017 as the aftermath of the shifting of shoreline. In year 2015, about 1400 Ha area of the coastal city affected by the flood and even predicted that the inundation in the area will expanded. Unfortunately, current adaptations are only responding to the disaster event (reactive actions), while the adaptation during pre and pasca disaster is not well applied by the comunity. Therefore, this research aims to formulate the direction of community adaptations that can improve the social resilience.
This research uses content analysis method with in depth interview as data colecting tools. At the initial stage of this research, assessing the social resilience of the community is conducted, in which at this stage the result obtained is confirmation of the variables and assessing the value of social resilience. After obtaining social resilience value of the community, then the next stage conducted by formulating the direction of community adaptibility to social resilience variables that needs to be improved based on the result of previous stage.
This research results in direction of community adaptations to tidal flood that can be done at the level of individual, community, and city. The proposed adaptations are (1) at the mitigation level is involving the role of youth organization (karang taruna), implementing chain socialization, implementing information system, forming disaster forum, (2) at the preparedness stage is making a preparedness plan, forming disaster resilient group, completing the safety and emergency neccesities, (3) at emergency stage is evacuating families, establishing health post, setting up refugee camp and public kitchen, and (4) at the recovery state is adcovating housing restoration, and team work (gotong royong).
