Abstract
Indonesia merupakan Negara berkembang, oleh karena itu insfrastruktur jalan memiliki peran yang sangat penting dalam mobilitas, distribusi barang, pengangkutan penumpang, kemajuan ekonomi, sosial dan budaya. Sidoarjo merupakan salah satu kabupaten yang memiliki kepadatan besar. Permasalahan yang dihadapi di jalan kota Sidoarjo, terutama pada simpang Gedangan adalah kemacetan. Hal ini membuat terhambatnya arus pergerakan transportasi serta distribusi barang/jasa yang pada akhirnya akan membuat meningkatnya biaya ekonomi dan sosial yang dikeluarkan. meningkatnya volume kendaraan yang melebihi kapasitas jalan membuat semakin macetnya kabupaten Sidoarjo. Untuk memecahkan permasalahan pada persimpangan sebidang adalah dengan membuat persimpangan tersebut tidak sebidang, salah satunya adalah dengan membangun Underpass di simpang Gedangan Sidoarjo. Dengan adanya permasalahan tersebut maka sangatlah penting untuk dilakukan kajian mengenai apakah pembangunan Underpass pada persimpangan ini Dianggap layak atau tidak dari segi ekonomi
Dalam Tugas Akhir ini dilakukan peramalan untuk mengetahui pertumbuhan lalu lintas yang dihitung hingga umur rencana sehingga didapatkan kinerja jalan eksisting maupun setelah beroperasinya Underpass. Kelayakan ekonomi menganalisis Biaya Operasional Kendaraan (BOK) menggunakan metode Jasa Marga. Data yang dibutuhkan adalah iv iv Pertumbuhan Lalu Lintas Kabupaten Sidoarjo Tiap Tahun. Analisis kelayakan Underpass ini mengacu pada PKJI 2014.
Berdasarkan hasil perhitungan yang dilakukan, didapatkan Dj>1 pada masing- masing arah pada tahun 2018 dimana Dj pada masing- masing arah yaitu 1,12 pada arah Utara, 1,27 pada arah Selatan, 1,19 pada arah Timur dan 1,24 pada arah Barat. Derajat kejenuhan akan menurun pada jalan eksisting setelah beroperasinya Underpass pada tahun 2020 disertai perubahan sinyal lampu dimana DJ menjadi 0,17 pada arah Utara, 0,06 pada arah Selatan, 0,62 pada arah Timur dan 0,65 pada arah Barat. Berdasarkan hasil analisis kelayakan dari segi ekonomi akan didapatkan nilai Benefit Cost Ratio (BCR) sebesar 1,453 >1 serta Net Present Value (NPV) sebesar Rp 478.296.358.450 >0. Sesuai persyaratan untuk analisis kelayakan ekonomi, rencana pembangunan Underpass Gedangan ini dapat dikatakan layak. Indonesia is Developing countries, then the road infrastructrure is take a important role in mobility, goods distribution, passenger carriage, economy imrpovment, social and culture. sidoarjo is one of west java city that have high population. the problem in sidoarjo road, especialy in Gedangan junction is traffic jam. this problem make the transportation stuck and slowed the distribution of products and services and it increase economy cost. the vehichle volume increased over the road capacity will make the sidoarjo traffic worst. to solve the problem in juncion is make interchange, one of the way to make interchange is to build underpass on Gedangan junction in sidoarjo. with this problem its is importan to make studies about is that the underpass construction palnning in this junction is considered feasibility or not base on economy.
In this final project the writer do some forecasting to find out the traffic growth that has been calculated until the planning time so we can obtain the performance between the existing road or after the underpass is operated. Economic feasibility analyze transportation operational cost using Jasa Marga's method. Data that needed is traffic growth of Sidoarjo city for every year. feasibility analysis in this underpass is based on PKJI 2014.
Depend on calculation result that has been done, degree of saturation that has been obtained is above 1 in every direction in 2018 where in every direction the degree of saturation is 1,12 for the north direction, 1,27 for the south direction, 1,19 for the east direction and 1,24 for the west direction. Degree of vi vi saturation will reduced for the existing road. after the underpass is operated in 2020 accompanied with signal lamp change wheres degree of saturation become 0,17 for the north direction. 0,06 for the south direction, 0,62 for the east direction and 0,65 for the west direction. Depend on feasability analysis result from the economic aspect will be obtained the benefit cost ratio 1,453 > 1 and the net present value Rp.478.296.358.450 > 0. As per the requirement for feasability economic analysis, the development plan for Gedangan underpass is feasible.
