Abstract

Semen adalah material bangunan yang berperan penting dalam pembangunan infrastruktur di
Indonesia. Meskipun demikian, pada beberapa daerah di Indonesia harga semen masih tinggi
seperti di pedalaman timur Indonesia. Salah satu penyebabnya adalah tidak tepatnya pada
pemilihan angkutan semen. Tujuan dari penelitian ini adalah untuk mengetahui pada kondisi
seperti apakah angkutan semen akan menemui kondisi optimum. Metode optimasi dengan
upaya pengendalian biaya pengiriman paling minimum digunakan untuk mengetahui potensi
nilai angkutan terendah pada suatu kondisi pengiriman. Komponen yang dibandingkan adalah
angkutan semen sak menggunakan kapal general cargo dengan self propelled barge, sedangkan
angkutan semen curah menggunakan kapal cement carrier. Dari hasil analisis perbandingan
skala ekonomis ditemukan bahwa: (1) pada pelayaran ±200 NM skala ekonomis berada di
angkutan semen curah pada permintaan 300.000 ton; (2) pada pelayaran ±400 NM skala
ekonomis berada pada angkutan semen curah pada volume permintaan 250.000 ton; (3) pada
rute pelayaran kurang lebih ±600 NM skala ekonomis berada pada angkutan semen curah pada
volume permintaan 150.000 ton; (4) pada rute pelayaran kurang lebih ±800 NM skala
ekonomis semen curah berada pada volume permintaan 300.000 ton; (5) pada rute pelayaran
kurang lebih ±1000 NM skala ekonomis semen curah berada pada volume permintaan 75.000
ton.

Cement is a building material that plays an important role in infrastructure development in
Indonesia. Nevertheless, in some areas of Indonesia the price of cement is still high as in the
eastern interior of Indonesia. One of the causes is not exactly in the selection of cement
transport. The purpose of this study is to find out on conditions such as whether the cement
transport will meet the optimum conditions. The optimization method with the minimum
shipping cost control effort is used to determine the potential of the lowest transportation value
in a delivery condition. Compared components are cement transport sak using general cargo
ship with self propelled barge, while bulk cement transport using cement carrier ship. From the
results of economies of scale comparison analysis found that: (1) on ± 200 NM economies of
scale ships are in bulk cement transport at demand 300,000 tons; (2) on ± 400 NM economies
of scale are on bulk cement transport on demand volume of 250,000 tons; (3) on shipping routes
of approximately ± 600 NM economies of scale are on bulk cement transport on demand
volume of 150,000 tons; (4) on shipping routes of approximately ± 800 NM economies of bulk
cement are in demand volume of 300,000 tons; (5) on shipping routes of approximately ± 1000
NM economies of bulk cement is in the volume of demand of 75,000 tons.
