Abstract

PT Indonesia Power merupakan salah satu perusahaan pembangkit yang mengoperasikan beberapa PLTU yang tersebar di seluruh Indonesia. Salah satu obyektif perusahaan yaitu meminimasi biaya logistik batubara dengan cara alokasi pengiriman batubara dan penentuan jumlah dan jenis moda transportasi yang tepat. Alternatif moda transportasi yang dapat digunakan yaitu 3 tipe tongkang dan 1 tipe vessel. Beberapa dermaga PLTU dirancang khusus untuk tongkang, sehingga penggunaan vessel akan membutuhkan biaya investasi tambahan untuk upgrade dermaga. Model matematis dikembangkan untuk mendapatkan solusi jenis moda transportasi dan jumlah perjalanan tongkang/vessel dari supplier ke PLTU. Model simulasi dirancang untuk menguji kelayakan operasional dari solusi model matematis dengan mempertimbangkan waktu tunggu bongkar muat dan gangguan cuaca buruk. Model simulasi juga digunakan untuk menentukan jumlah dari setiap moda transportasi sehingga penghematan biaya dapat dihitung. Suatu kajian finansial dilakukan untuk memastikan kelayakan bahwa total penghematan biaya yang didapatkan dapat mengembalikan biaya investasi yang dikeluarkan untuk upgrade dermaga apabila vessel digunakan. Hasil penelitian ini merekomendasikan untuk tetap menggunakan tongkang. Pergantian moda transportasi ke vessel akan layak hanya apabila biaya investasi upgrade dermaga dapat diturunkan atau ketika harga sewa kapal naik. Parameter lain yang dapat mempengaruhi perubahan keputusan yaitu volume permintaan batubara, jarak antara supplier batubara dengan PLTU, dan kecepatan kapal. Selain itu, pengiriman batubara dengan strategi multi destination tidak memberikan total biaya logistik yang lebih murah karena jarak yang relatif dekat.

PT Indonesia Power is one of the power plant company that operates several steam power plants (PLTU) all over Indonesia. One of the objectives of the company is to minimize total logistics costs by allocating coal delivery and determining the number and the type of transportation modes. The alternative modes of transportation that can be used are 3 types of barges and 1 type of vessel. Some PLTU’s docks are specially designed for barges, so the use of vessels will require additional investment costs for upgrading the dock. Mathematical model is developed to get recommended number and type of transportation mode used to deliver the coal from supplier to PLTU. The simulation model is designed to test the operational feasibility of the mathematical modeling solution by considering stochastic process of loading and unloading and also the impact of bad weather. The simulation model is also used to determine the number of each mode of transportation so the cost savings can be calculated. A financial feasibility study is undertaken to ensure that the total savings earned can recover the investment costs incurred for a dock upgrade if the vessel is used. The results of this study suggest to keep using barge. Substitution of the mode of transportation into vessel will be feasible only if the investment cost of upgrading the dock can be lowered. Other parameters that may affect the decision are the volume of coal demand, the distance between coal supplier and PLTU, and the speed of the vessel. In addition, coal delivery with multi-destination strategy does not provide a cheaper total logistics cost due to the relatively close distance.
