Abstract
Achieving eco-city of Surabaya requires an effective strategic planning. The city council has performed various initiatives and activities to make the city become “green”. However, those activities are not integrated, lack of sustainability and measurement. Therefore, this research proposes a framework to formulate strategic planning for the council based on Value Preposition Design (VPD). Value Proposition Design is a tool that can help the organization to create value for the stakeholders involved, considering their expectation and organization situation. VPD framework can understand the situation comprehensively, including the expectation of each stakeholder. This research uses the descriptive qualitative approach, which the data is collected through the Focus Group Discussion (FGD), interview, and questionnaire to some related parties. The proposed framework results in an action plan for one secretariat, three sectors and five divisions existed in the council, which the action plan for the short-term (one year) period for year 2019 or usually called Council Work Plan. This research is expected to be the reference of Surabaya city council for their activity planning and problem-solving activities, which resulted in assisting the city council to achieve their goals.
