Abstrak
International Maritime Organization (IMO) telah mengadopsi konvensi Ballast Water
Management untuk mencegah penyebaran organisme air berbahaya di dalam air balas
dari suatu daerah ke daerah lain. Indonesia meratifikasi Ballast Water Management
Convention yang dikeluarkan oleh IMO guna mendukung perlindungan ekosistem laut.
Pada penerapan sistem manajemen air balas ini setiap kapal nasional yang melakukan
kegiatan ekspor maupun impor atau pelayaran rute international nantinya wajib
menerapkan sistem Ballat Water Management (BWM). Ada dua opsi dalam
pengimplementasian konvesi ini, yaitu : Onboard Ballast Water Treatment System,
yaitu pengolahan air balas yang dilakukan diatas kapal dengan memasang alat water
ballast treatment diatas kapal. Yang kedua yaitu Port-Based Water Ballast Treatment
System, yaitu pengolahan air balas yang dilakukan pada fasilitas terpisah dari kapal.
Kendala dari pengimplementasian konvensi ini adalah penambahan alat untuk ballast
water treatment di atas kapal yang dianggap cukup mahal serta belum optimalnya
penggunaan reception facility untuk melakukan penanganan air balas di pelabuhan.
Dalam penelitian ini dilakukan perencanaan/desain sistem Port-Based Water Ballast
Treatment. Metode dalam pengolahan air balas ini menggunaakan metode filtrasi dan
radiasi sinar UV. Dengan menggunakan sistem Port-Based Ballast Water Treatment
ini, maka kapal bisa memenuhi aturan yang disyaratkan oleh IMO tanpa menambahkan
alat water ballast treatment di kapal. Performa terbaik dari masing – masing sistem
Port – Based Bllast Water Treatment ialah sistem Land – Based Ballast Water
Treatment. Estimasi total biaya investasi untuk membangun sistem Land-Based Water
Ballast Treatment adalah sebesar Rp. 46.961.901.932,00, untuk membangun sistem
Mobile Unit Water Ballast Treatment membutuhka biaya sebesar Rp. 6.527.640.940,13,
dan untuk membangun sistem Barge-Based Water Ballast Treatment membutuhkan
biaya sebesar Rp.12.660.386.651,00. Sedangkan sistem yang memiliki penawaran tarif
jasa terendah yaitu sistem Mobile Unit Ballast Water Treatment.

Abstrac
International Maritime Organization (IMO) has adopted the Ballast Water
Management Convention to prevent the spread of harmful aquatic organisms in the
water from one area to another. Based on IMO data, within one year of the world
voyage contains 10 billion tons of ballast water and thousands of marine species in it.
On November 24, 2015, Indonesia ratified the Ballast Water Management Convention
issued by IMO to support the protection of marine ecosystems. In the implementation
of a ballast water management system, any national vessel conducting export and
import activities or international routes will be required to apply the Air Ballat
Management System (BWM). There are two options in the implementation of this
convention, namely: Onboard Ballast Water Treatment System, is water ballast
treatment on board by installing water ballast treatment equipment on board. The
second is the Port-Based Balast Water Treatment System, which is a water ballast
treatment conducted at a separate facility from the vessel. The obstacle to the
implementation of this convention is the provision of equipment for water ballast
treatment on a vessel which is considered to be quite expensive and not yet optimal use
of reception facilities for handling water in the harbor. In this research, the
planning/design of port based water ballast treatment system is Land Based Water
Ballast Treatment, Mobile Unit Water Ballast Treatment, and Barge Based Water
Ballast Treatment. The best performance of each Port - Based Ballast Water Treatment
system is Land - Based Ballast Water Treatment system. Estimated total investment
cost to build Land-Based Water Ballast Treatment system is Rp. 46.961.901.932,00,
cost to build Mobile Unit Water Ballast Treatment system is Rp. 6.527.640.940,13, and
cost to build Barge-Based Water Ballast Treatment system is Rp. 12.660.386.651,00.
While the system that has the lowest service price is the Mobile Unit Unit Ballast Water
Treatment.
