Abstract
Surabaya sebagai salah satu kota terbesar di Indonesia mempunyai tingkat kepadatan lalu lintas yang tinggi. Hal ini dapat dilihat dari kemacetan yang sering terjadi, semakin banyak jumlah kendaraan dengan kapasitas jalan yang tidak memadai. Kemacetan yang terjadi di kota Surabaya umumnya sering dijumpai di daerah pusat kota, khususnya di persimpangan jalan. Salah persimpangan di Surabaya yang sering mengalami kemacetan yaitu bundaran Satelit, sehingga direncakan pembangunan Underpass Mayjend Sungkono. Tujuan dari penulisan Tugas Akhir ini diharapkan dapat dihasilkan kajian lalu lintas di Bundaran Satelit serta studi kelayakan ekonomi jalan rayanya, yang nantinya dapat dijadikan referensi terhadap layak atau tidaknya Underpass Mayjend Sungkono di Bundaran Satelit.
Hasil analisis lalu lintas, derajat kejenuhan pada ruas Mayjend Sungkono sebesar 0,82 dan untuk ruas HR. Muhammad sebesar 0,84. Sedangkan setelah dibangunnya Underpass Mayjend Sungkono, derajat jenuh pada ruas Mayjend Sungkono turun menjadi 0,44 dan pada ruas HR. Muhammad menjadi 0,47. Kemudian kelayakan underoass ini ditinjau dari segi ekonomi jalan raya dengan hasil BCR sebesar 14,332 > 1 dan nilai NPV sebesar Rp 2.535.589.296.592. Sehingga dapat disimpulkan bahwa pembangunan Underpass Mayjend Sungkono dapat dikatakan layak dari segi kelayakan ekonomi jalan raya

Surabaya as one of the largest cities in Indonesia has a high traffic density. This can be seen from the frequent congestion, the more the number of vehicles with inadequate road capacity. Congestion that occurs in the city of Surabaya is generally often found in downtown areas, especially at the intersection of the road. One of the intersections in Surabaya that often congestion is the Satelit roundabout, so there is a plan to develop Mayjend Sungkono Underpass. The purpose of this Final Assignment is expected to generate traffic studies on the Satelit roundabout and feasibility studies of the road economy, which later can be used as a reference to decent or not the Mayjend Sungkono Underpass in the Satelit roundabout.
Result of traffic analysis, degree of saturation on Mayjend Sungkono segment equal to 0,82 and for HR. Muhammad segment is 0.84. Meanwhile, after the construction of Mayjend Sungkono Underpass, the degree of saturation on the segment Mayjend Sungkono dropped to 0.44 and on the HR. Muhammad segment became 0.47. Then the feasibility of this underoass in terms of economic highway with the results of BCR of 14.332> 1 and the value of NPV of Rp 2.535.589.296.592. So it can be concluded that the construction of Major Sungkono Underpass can be said to be feasible in terms of economic feasibility of the highway
