Abstract
Pertumbuhan penduduk pada kota Jakarta dan sekitarnya khususnya kota Bogor yang tiap tahunnya mengalami peningkatan, menyebabkan peningkatan volume kendaraan. Selain itu, menyebabkan peningkatan perpindahan masyarakat untuk berkegiatan. Jalan dan moda transportasi umum yang sudah ada belum bisa mengatasi kepadatan atau kemacetan yang ada. Melalui Peraturan Presiden Nomor 98 Tahun 2015 diputuskan untuk membangun proyek Light Rail Transit (LRT) guna mengatasi masalah tersebut. Pada tugas akhir ini, penulis menganalisis kelayakan proyek pembangunan Light Rail Transit (LRT) dengan merekapitulasi data-data volume lalu lintas pada jalan eksisting. Selanjutnya melakukan analisis perpindahan pengguna jalan terhadap moda Light Rail Transit (LRT). Lalu melakukan analisis kelayakan ekonomi dengan meninjau Biaya Operasional Kendaraan (BOK) dan nilai waktu menggunakan metode Jasa Marga. Selanjutnya menganalisis aspek finansial berupa keuntungan atau kerugian yang akan diperoleh oleh investor. Dari hasil analisis pada tugas akhir ini, derajat kejenuhan yang didapatkan dari hasil analisis setelah adanya proyek Light Rail Transit (LRT) rute Cibubur-Bogor mengalami penurunan. Sedangkan dari hasil analisis kelayakan ekonomi didapatkan nilai BCR yaitu sebesar 1,70 (BCR>1). Sedangkan didapatkan nilai NPV sebesar Rp 4.192.668.485.202,519 (NPV>0). Untuk analisis kelayakan finansial didapatkan nilai BCR yaitu sebesar 0,32. Sedangkan untuk analisis NPV didapatkan nilai sebesar -Rp 4.103.073.237.514,25. Maka dapat disimpulkan bahwa proyek pembangunan Light Rail Transit (LRT) rute Cibubur-Bogor dinyatakan layak dari segi ekonomi namun tidak layak dari segi finansial.

In this final project, the author analyze the feasibility of Light Rail Transit (LRT) development project by recapitulating traffic volume data on existing road. Afterward performs the analysis of the movement of road users against the Light Rail Transit (LRT). Then perform an economic feasibility analysis by reviewing Vehicle Operational Cost (BOK) and time value using Jasa Marga method. Further analyze the financial aspect in the form of profit or loss that will be obtained by investor.
From the analysis on this final project, the degree of saturation obtained after the development of Cibubur – Bogor route Light Rail Transit (LRT) project has decreased. While from the result of economic feasibility analysis, obtained the value of BCR that is equal to 1,70 (BCR> 1). Whereas the NPV value is Rp 4.192.668.485.202,519 (NPV> 0). For financial feasibility analysis, the value of BCR is 0.32. As for the NPV analysis obtained value of -Rp 4.103.073.237.514,25. So it can be concluded that the construction of Light Rail Transit (LRT) route Cibubur - Bogor project is declared feasible economically but not feasible financially
