Abstract

Surabaya Green and Clean (SGC) merupakan program kerja sama Pemerintah Kota Surabaya dengan pihak swasta dan media untuk mendorong tercapainya Kota Surabaya yang sehat, bersih, dan hijau. Sejak tahun 2010 sudah terdapat kampung juara SGC yang berinovasi membuat IPAL (Instalasi Pengolahan Air Limbah) untuk mengolah grey water dengan swadaya masyarakat. Namun belum semua kampung di Kota Surabaya memiliki IPAL grey water hasil swadaya masyarakat. Penelitian ini bertujuan untuk mengidentifikasi IPAL kampung juara SGC ditinjau dari aspek teknis, pengelola, biaya, dan peran serta masyarakat. Kemudian ditentukan mekanisme replikasi IPAL yang sesuai khususnya untuk permukiman padat di Kota Surabaya berdasarkan keempat aspek tersebut. Penelitian ini melingkupi IPAL grey water hasil swadaya masyarakat di Kota Surabaya, kemudian akan diidentifikasi karakteristik teknologi IPAL di masing-masing wilayah berdasarkan aspek teknis, aspek pengelola, aspek biaya, dan aspek peran serta masyarakat. Kemudian dipilh salah satu lokasi yang belum memiliki IPAL sebagai contoh studi kasus dalam penelitian ini dan dilakukan identifikasi sesuai empat aspek tersebut. Pada penelitian ini data primer diperoleh melalui observasi lapangan, wawancara, dan kuisioner. Pemilihan teknologi yang akan direplikasikan akan digunakan Focus Group Discussion (FGD). Berdasarkan hasil analisa, teknologi IPAL yang digunakan adalah secara attached growth biofilter, debit air limbah 0,1-0,24 liter/detik, kapasitas pengolahan antara 1825-7500 liter, titik penyaluran 3-26 kran, nilai investasi antara Rp.2.950.000,- sampai Rp 12.000.000,-, dan Efisiensi removal TSS 12,5-96%, BOD 32-94%, dan COD 30-95%. Mekanisme replikasi antara lain mencari referensi teknologi IPAL berbasis Surabaya Green and Clean, memformulasikan gagasan antara lain penentuan lokasi, pemilihan teknologi, perumusan sumber dana, perumusan kendala dan masalah, pembentukan panitia pembangunan melalui pertemuan warga, mencari dukungan dan sumber dana, tahap pembangunan dan pengembangan IPAL dengan melibatkan masyarakat, dan dilakukan pemantauan dan evaluasi demi keberlanjutan IPAL. ================================================================================================== Surabaya Green and Clean (SGC) is a partnership program between Surabaya government with private companies and the media to become Surabaya healthy, clean, and green. However,there are areas in Surabaya City wich didn’t have a WWTP.The purpose of this study to identify the WWTP in SGC champion reviewed of technical aspects, management aspects, cost aspects, and public participation aspects. Then defined the mechanism of replication of appropiate WWTP especially for slum in the Surabaya City based of the fourth aspect. This study consists of grey water WWTP non-governmental result in Surabaya, which will be identified characteristics of wastewater technology in each area based on the technical aspects, cost aspects, and public participation aspects. Then identified the location for replication based on fourth aspect. In this study, the primary data obtained through observation, interviews, and questionnaires. The selection of technology WWTP to be replicated will be used Focus Group Discussion (FGD). Based on the analysis, wastewater treatment technology used is attached growth biofilte, discharge of waste water from 0.1 to 0.24 liters / sec, the processing capacity of 1825-7500 liters, 3-26 faucet distribution point, the value of investments between Rp.2.950. 000, - to Rp 12.000.000, -, and removal efficiency 12.5 to 96% TSS, 32-94% BOD, and 30-95% COD. Replication mechanism include lookig for WWTP technologi based Surabaya Green and Clean, formulate the idea consists of determining the location, technology selection, financial, constraints and problem through community meeting (FGD), looking support for funding, the construction and development, and monitoring and evaluation in order to sustainability of WWTP.
