Abstract

Arus barang masih didominasi oleh angkutan laut dibanding dengan angkutan
mode lainnya sehingga peran terminal container sangat penting dalam sistem ekonomi
suatu negara. Ukuran utama kinerja suatu terminal container adalah total throughput
container dalam TEUs per tahun. Pencatatan kinerja dilakukan pada proses stevedoring.
Didapati bahwa waktu menganggur container crane (CC) meningkat lebih tinggi
dibandingkan dengan kenaikan throughput yakni 77% dibanding dengan 22%. Hal ini
seharusnya berlaku sebaliknya. Menunggu muatan dan menunggu Combined Terminal
Tractor (CTT)/truck adalah penyumbang terbesar waktu menganggur CC. Tidak ada yang
bisa memastikan bahwa muatan tidak ada karena tidak ada CTT yang membawa atau
memang benar-benar muatan tidak siap. Hasil penelitian menunjukan bahwa dengan
mengubah-ubah aransemen CC dan CTT didapatkan utilisasi rata-rata peralatan bongkar
muat tertinggi yakni 50,5% pada Pola 13 CTT. Dari pola ini didapatkan rata-rata jumlah
kapal yang ditolak paling rendah yakni 0,54 kapal dalam kurun waktu 1 bulan. Dengan
menggunakan data rata-rata jumlah muatan kapal pada bulan Oktober 2017 sebesar 488
container per kapal maka didapatkan potensi kehilangan throughput terendah sebanyak
167 box.

The flow of goods is still dominated by sea transport compared with other modes
of transport so that the container terminal is very important role in the economic system
of a country. The main indicator of performance of a container terminal is the total
container throughput in TEUs per year. Recording is done in the process of stevedoring
activities. It was found that the idle container cranes (CC) increases higher than the
increase in throughput that is 77% compared with 22%. This should not apply instead.
Waiting for a load and Combined Terminal Tractor (CTT) / truck are the largest
contributor to the idle CC. No one can be sure that the cargo does not exist because there
is no CTT which brings, or the container is not ready. The results showed that with the
changes of CC and CTT arrangement, the highest average equipment utilization was
50,5% in Pattern 13 CTT. The number of ships rejected on this pattern was found to be
the lowest of 0.54 vessels in a period of 1 month. Using the average number of vessels in
October 2017 of 488 containers per vessel, the lowest throughput throughput total is 167
boxes.
